Under general supervision, incumbents work in the field to troubleshoot water meters, program, upgrade and replace faulty devices and perform various other field duties. This class is distinguished from the class of Senior Meter Technician in that the latter is a lead worker class which assists the supervisor in providing training to Meter Technicians, distributing day to day work assignments, and monitoring work performed.

Examples of Duties and Responsibilities

Essential Duties:

Each employee in this classification may not perform all of the duties listed below. Depending upon assignment, duties may include, but are not limited to, the following:

Troubleshoot unread water meters on assigned routes Perform route usage information downloads and uploads using appropriate equipment and computer applications Program, upgrade, and replace faulty devices (meters, meter transmitter units (MXU), registers, etc.) Program and replace manual meters with smart meters Install 5/8", ¾", and 1" water meters Perform fire area meter installs and full meter replacements Perform data entry on hand-held and desk top computers Verify consistency of meter readings and report unusual cases to the supervisor or other authorized staff requesting the information Confirm meters are registering properly and report to the supervisor on conditions such as non-registering, improperly installed meters, and suspicious conditions. Turn on and off water service to the customer Report violations of the rules and regulations governing water consumption or conditions that may necessitate a change in rate for the service rendered Identify addresses for new water service and report to water billing Perform leak checks Assist customers with questions on reading water meters Assess landscaping irrigation requirements Tactfully respond to inquiries and complaints from the public.

Additional Duties: In addition to the duties listed in the Essential Duties section, each employee in this classification may perform the following duties. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned:

Perform flow tests Perform required route and usage information downloads and uploads daily using appropriate equipment and computer applications Shut off service to customers with delinquent bills and restore service once payment arrangements are satisfied Perform related duties, as assigned.

Required Qualifications

Knowledge of: City street and address system, alleys, and hazards encountered in the work; a variety of meters and meter reading equipment, and their respective functions; knowledge of various hand tools and safety equipment.

Ability to: Learn City billing procedures and policies of water utility services; read City maps; use a computer throughout the course of work; learn and operate automated reading equipment; learn to install, repair, and replace meters and other equipment; troubleshoot problems to determine why equipment is not working; understand and carry out written and oral directions; maintain accurate and up-to-date records using automated and manual systems; communicate tactfully and effectively with those contacted in the course of work, verbally and in writing; identify meter irregularities and recommend how they can be corrected; comply with safety standards for work and driving; work effectively under deadline pressure and unsupervised in the field; learn billing processes, office and Graphic Information System (GIS) software; enter GPS coordinates into billing software; use a hand-held device to connect MXU to program registers.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Sufficient experience to demonstrate possession of the knowledge and abilities listed above, including experience working with hand tools and safety equipment; working with the public; and working outdoors in all types of weather. Experience in reading utility meters and using computer software is desirable. Additional Information

Incumbents in this classification work primarily outdoors reading water meters and recording consumption. The work involves walking for up to five (5) hours per day in a wide variety of weather conditions, sometimes over rough, uneven or rocky surfaces; reading numbers from dials and entering the information into a hand held electronic recorder with alpha and numeric keys; responding appropriately to audible and/or visible prompts from the recorder and/or cell phone; communicating verbally face to face with customers, sometimes in tense situations; and lifting meter box lids and barricades weighing up to forty (40) pounds from the ground into the back of a pick-up truck. When reading meters, incumbents are sometimes exposed to unchained dogs, hornets, wasps, and poison oak. Much of the work is repetitive, requiring the use of arm, stomach, lower back and leg muscles to support the body while removing up to 200 meter box lids per day, each weighing approximately seven (7) pounds. Incumbents remove and replace lids by lifting them with a meter stick or other prying tool and guiding them with kicking, pushing and/or shoving motions as necessary. To access meters in hard to reach locations, they bend and stoop repeatedly; use explosive strength to sprint across lanes of traffic and jump across ditches; and lift and/or move for short distances debris, dirt or other items and materials weighing up to forty (40) pounds. Incumbents use hand tools such as hammers, wrenches, screw drivers, hand trowels, and shovels to unstick meter box lids, clear boxes of mud and dirt, or trim landscape around boxes. Incumbents make fine, highly controlled muscular movements when entering information into a handheld recorder. Much of the work is performed in close proximity to vehicular traffic, so considerable safety precautions must be taken at all times.
