Position Overview: The Program Manager leads the implementation and coordination of the Gender-Based Violence Rapid Rehousing (GBV RRH) program. This newly introduced program provides trauma-informed housing solutions and comprehensive wraparound services to survivors of gender-based violence. Reporting to the Director of Impact, the Program Manager oversees a multidisciplinary team and ensures the program meets HUD guidelines and aligns with the organization’s mission and values. The Program Manager is the main liaison with All Chicago and the Network.
Key Responsibilities:
Lead the development and execution of the GBV RRH program, ensuring compliance with HUD, DFSS, legal and organizational regulations. Develop and manage clear program goals, benchmarks, and key performance indicators in collaboration with the Director of Impact. Ensure program goals and metrics are met or exceeded. Develop and implement program policies and procedures that reflect trauma-informed and survivor-centered care. Supervise and mentor RRH Case Managers. Oversee hiring processes, onboarding, and performance evaluations for team members. Develop and update workflows and processes to enhance efficiency and impact. Serve as the primary liaison with All Chicago and the Network, representing Street Samaritans at community and stakeholder meetings. Oversee data collection processes, reporting and evaluation. Provide weekly supervision to staff ensuring complex cases are staffed adequately. Develop and maintain relationships with landlords, housing providers, and other service agencies. Identify gaps in services and opportunities to enhance programmatic impact. Address crisis or critical incidents involving program participants. Oversee rental assistance requests to All Chicago. Oversee staff training curriculum. Ensure all data entry is completed within 5 days. Maintain a caseload ratio of 13:1 for all case management staff. This position is responsible for ensuring the program meets the following contract outcomes: 50% of survivors housed within 30 days of referral, the remaining 50% housed within 31-60 days. 70% of survivors exiting the program will transition to permanent housing. 80% of survivors exiting to permanent destinations will remain housed at 3- and 6-month follow-ups. 70% of survivors will not return to homelessness within 12 months. 66% of survivors will maintain or increase income. 80% of survivors will maintain or acquire health insurance.
Qualifications and Competencies:
Bachelor’s degree in Social Work, Public Administration, or a related field required. At least 2 years of management experience, preferably in housing or trauma-informed programs. Applicants with lived experience are preferred. Completion of the 40-hour domestic violence training (to be completed during onboarding). Knowledge of various housing interventions including RRH and PSH. Strong data management and compliance experience. Strong leadership and team management skills. Experience working with individuals with trauma histories and understanding of mental health interventions.
