Job Summary:

The Director of Human Resources is responsible for providing the day-to-day oversight of the Human Resources Department while ensuring adherence to district expectations and local, state, and federal laws, as well as board policies. Additionally, this role involves providing the leadership, management, and vision needed to establish effective processes and systems for recruiting, hiring, and retaining highly skilled and qualified staff, thereby building a robust infrastructure that supports and strengthens teaching and learning.

Primary Duties and Responsibilities: Based on district expectations, lead the human resources team, while administering all human resources functions in an efficient, ethical manner and in support of the overall mission and vision of the school district. Build capacity/grow the HR team's skills, knowledge, and experience, while critically assessing the various human resources areas (outlined below) with an eye toward improved efficiency and innovative approaches while fostering a collaborative, engaged, and passionate team/work environment that supports the mission and vision of the school district. Provides support and guidance to HR representatives & generalists, district leaders, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, Workers' Compensation, clearances, investigating allegations of wrongdoing, and terminations; ensure efficient, confidential, and accurate enforcement of policies, & procedures Supervise and participate in the district's talent acquisition process, which includes, but is not limited to, recruitment, screening, interviewing, hiring of highly skilled and qualified candidates, and succession planning. Coordinates and conducts investigations where appropriate relating to employee complaints, grievances, and discipline. Conducts employee disciplinary meetings/Loudermill Hearings & terminations. Maintains knowledge of and educates district leaders & HR team members regarding trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law. Analyze, maintain, and update district policies, staff handbooks, protocols, and procedures related to human resources functions. Ensure compliance with relevant Federal and State laws and regulations and manage the distribution of updated policies and procedures to various employee groups as appropriate. In collaboration with the Human Resources Department, provide the necessary leadership for the employee entry and onboarding process, daily tasks of which are handled by the human resources staff, ensuring proper tracking and communication of this process with appropriate personnel throughout the district. Coordinates the upkeep of all job descriptions and develops job descriptions for new positions as needed. Determine appropriate pay range and employee classification. Working in collaboration with the Director of Business Operations, establish a system of communication between payroll and human resources to ensure accurate dissemination of information for all hiring, promotion, discipline, and benefit-related issues. Provides oversight of record retention for all employees, including but not limited to personnel records, employee qualifications, teaching certifications, professional education, and other required credentials. Develop staff training programs, including new employee orientations, professional development, and education programs related to harassment prevention, safety, wellness, and other relevant topics. Keeps current on and enhances the district's human resources innovation and technological advancements. Represents the district for human resources at local, state, and federal seminars and workshops to further the efforts of the human resources department. Performs other duties as assigned by the Chief Financial & Operations Officer (CFOO) or Director of Business Operations in the absence of the CFOO. Qualifications:

Five (5) years of experience in human resource administration preferred Bachelor's degree required, Master's preferred, in Human Resources Administration with a focus in Management and/or Labor Relations, or other relevant discipline Strong knowledge of school code, employment law, PDE certification regulations, negotiating, and Act 93 agreements PHR/SPHR Certification preferred Submission of pre-employment medical examination (Section 148 of the PA School Code) Submission of the following clearances:

PA State Criminal History Record (Act 34 & Act 114) PA Dept. of Public Welfare Child Abuse History Clearance (Act 151 & Act 114) Federal (FBI) Background Check (Act 24)
