This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer's sole discretion. This is a TIME-LIMITED position. It is full-time (40 hours per week) with This position's typical work hours are 8am - 5pm. This position will be designated on-call periods to serve as the primary point of contact for state-level coordination of emergency services resources.
About the Critical Infrastructure Specialist Position: The Critical Infrastructure (CI) Specialist is responsible for the development and implementation of the Critical Infrastructure and Key Resources (CIKR) Protection Program within the State's Homeland Security Section. This position will collaborate with Branch personnel in conducting the state Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Report (SPR). This will require collection of information on critical infrastructure within the State, incorporating CIKR data into state risk assessments, and developing and presenting findings based on analysis. The CI Specialist requires programmatic input in reviewing and validating applications in furtherance of the Homeland Security Grant Program (HSGP).
The CI Specialist also frequently collaborates with local, state, federal and private sector partners on activities supporting the education sector, and other critical infrastructure sectors to include developing strategies to mitigate domestic violent extremism and supporting Non-Profit entities. The selected candidate will also actively engage, and work closely with the U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA), along with the Protective Security Advisor (PSA) program in supporting proactive critical infrastructure vulnerability assessments.
The CI Specialist works in the State Emergency Operations Center during activations in the role of co-leading State Emergency Response Team (SERT) Critical Infrastructure coordination and response efforts. Overtime, nights and weekend work will be required during State EOC activations. In furtherance of this role, this position will proactively maintain and initiate liaison, pre-activation, with critical infrastructure partners on a regular basis.
Candidate must have the ability to obtain a U.S. Department of Homeland Security National Security Clearance at the SECRET level within 12 months of hire and maintain it throughout employment.
About NCEM's Homeland Security Section: The mission of the Homeland Security Section is to provide the Division and the State Emergency Response Team (SERT) with proactive critical infrastructure planning and protection support, situational awareness and intelligence gathering, interagency coordination, and cyber preparedness, mitigation and response in collaboration with local, state, and federal partners. This collaboration includes training and assistance; strategic planning; investigative and intelligence support. The Homeland Security Section also collaborates with local, state and federal partners supporting the education sector in North Carolina.
