JOB SUMMARY
Under administrative direction, performs highly responsible administrative, technical, analytical and managerial work in the development, operation and maintenance of the Tribe’s Geographic Information System (GIS).
MAJOR TASKS AND RESPONSIBILITIES
This list is intended only to illustrate the various types of work that may be performed.

Administers and manages the operation of the GIS for the Tribe including software and hardware acquisition, standards compliance, database administration, and related system analyses and programming; manages the design and implementation of standards and procedures for development of associated databases and products.
Administer and maintain the Tribe’s ESRI ArcGIS systems, including on-premise and cloud-based environments such as ArcGIS Enterprise and ArcGIS Online.
Configure and optimize ESRI tools to support operational needs, ensuring high availability, security, and performance.
Troubleshoot and resolve technical issues within the ESRI ArcGIS ecosystem and apply regular updates and patches to maintain system integrity.
Advises the CIO, Tribal officials and other divisions on and formulates policies and procedures for integration of GIS services within the IT Department, other Tribal divisions, other governmental jurisdictions and agencies.
Develop, initiates and coordinates interdivisional and inter-jurisdictional agreements to assure development of GIS with maximum benefit to the Tribe.
Supervises assigned staff, consultants and contractors in accordance with program requirements and priorities.
Prepares comprehensive reports of GIS development and activities; present reports to the CIO, Tribal Council, other divisions and agencies.
Projects, recommends, and monitors GIS program budget and expenditures; prepares required.
Create spatial overlays in support of staff projects by combining information from a variety of data layers.
Examine requests for mapping products and determine and develop programs and methods of production; plan and sequence processing steps involved in the development of mapping products.
Perform data analysis and geoprocessing to produce maps, reports, and visualizations that support decision-making.
Integrate data from various sources, including field surveys, remote sensing, and external datasets, to enhance GIS databases.
Develop custom GIS applications, dashboards, and story maps to visualize data and communicate insights effectively.
Administer the Tribal Drone Program.
Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.
EDUCATION - EXPERIENCE AND TRAINING FOR POSITION
Required:
Graduation from an accredited four year college or university with a degree in geography, land use planning, urban planning, computer science, landscape architecture, or a closely related field.
Five (5) years of related experience, including the use of the ArcGIS Professional desktop software and ArcGIS Enterprise server software.
SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION
Advanced proficiency with ESRI ArcGIS products, including ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
Strong understanding of geospatial data analysis, cartography, and mapping techniques.
Experience with geoprocessing, spatial analysis, and 3D mapping tools.
Familiarity with GPS and remote sensing technologies for data collection.
Expertise in managing large geospatial datasets, ensuring accuracy and consistency.
Proficiency in database management, including geospatial databases (e.g., SQL, PostgreSQL).
Ability to integrate and analyze data from diverse sources, such as surveys, remote sensing, and public datasets.
Strong skills in administering and maintaining GIS systems, including on-premise and cloud-based environments.
Ability to troubleshoot and resolve technical issues related to GIS hardware and software.
Experience processing and analyzing imagery and other raster data from aerial, drone, and satellite data.
Experience with drone hardware and software.
Principles, theories and methods of Geographic Information Systems;
Data base management concepts and structures;
The inter-relationships of project planning, applications development, data base administration, system requirements and creation of products and services;
Current developments, trends and technologies within the GIS field;
Comprehending and problem-solving complex data base systems including department and user equipment and software;
Coordinating systems, functions and personnel to meet user needs and produce cost effective products;
Establishing and maintaining effective working relationships with user management and staff, system clients, consultants, software and hardware suppliers and department management and personnel;
Managing the development and implementation of GIS policies and procedures;
Thinking conceptually, analyze data, and prepare recommended courses of action;
Communicating effectively orally and in writing with Tribal officials, supervisors, contractors, developers, employees, and community members, at times in controversial situations.

The working conditions described here are representative of those that must be met by an employee to successfully perform the essential duties of this class.
Work is performed mostly in office settings. Hand-eye coordination is necessary to operate computers, related equipment and various pieces of office equipment. While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stand or walk.
The employee must occasionally lift and/or move up to 25 pounds Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
The noise level in the work environment is usually quiet.
