We have important jobs to do at SDOT. We look after the city's transportation network, add more bicycle and pedestrian paths, take care of over 240 bridges, and help people get better access to the regional transit system. We're a team of nearly 1,200 hardworking people, ready to serve Seattle's public transportation needs 24 hours a day, 7 days a week, no matter the weather.

SDOT has an exciting opportunity for a collaborative and multimodal-focused Strategic Advisor (Strategic Advisor 2) within our Project Development Division’s Corridor Development Team. This team member manages the North Downtown Mobility Action Plan (NODO MAP) Program. This team member also manages multi-discipline, interdepartmental, and partner agency teams in the initiation, project development, and execution of our most complex, highly visible capital improvement projects and programs. This work may include leading scope development for 0-30% design of large corridor projects or crew-delivered capital projects that we oversee from initiation to construction completion. Representative projects include the Major Street Maintenance and Modernization, Transit Corridor Improvement, Freight, and Vision Zero projects from the 2025 Seattle Transportation Levy, Sound Transit Station Access and corridor projects, NODO MAP Program projects, and others as they emerge. The ideal candidate will bring a mix of supervisory experience, transportation planning, safety, and engineering acumen, technical and alternative analysis expertise, creative problem-solving, and facilitation with exceptional project management skills. This person should be comfortable leading major, high-profile capital project development and studies, briefing executives and elected officials, and spearheading community engagement and communications strategies. A proactive, passionate, and accountable person who likes to solve transportation puzzles with a safety-first mindset while ensuring Seattleites and visitors have predictable and connected transportation options to get around the city is who we are looking for. This position reports to the Corridors Development Manager.

  • Manage a program, programmatic budget, program team, and various project teams to achieve program goals and the program implementation plan.
  • Serve as project manager for highly visible, large, complex multi-disciplinary transportation capital projects and studies.
  • Develop and track project scope, schedule, budget, and manage risks; procure internal and external consultant services; matrix-manage staff and consultant project teams.
  • Lead alternative analysis project development process with collaboration and consultation of internal subject matter experts, make decisions, and engage SDOT leadership as needed to advance work.
  • Maintain effective working relationships with colleagues within SDOT and other City departments, as well as those from federal, state, and regional agencies to develop practical and collaborative solutions; and develop and implement community engagement strategies.
  • Develop data-driven recommendations for and advise the Department Director, Mayor, and City Council on transportation capital project development and studies.
  • Actively provide leadership, focus, direction, and technical expertise to cross-functional or departmental project teams as an authoritative representative of the department.
  • Supervise the work of teammates and, at times, intern(s) and help them grow professionally.
  • Ability to foster trust to effectively work with and serve all people while supporting department goals in promoting diversity, equity, and social justice.

Minimum Qualifications:

Experience: 7 years of project management experience for large, complex transportation capital project development, planning projects, and/or studies.

Education: Bachelor's/Master’s degree in transportation planning, urban planning, public policy, landscape architecture, civil engineering, construction management, or a similar field.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position's duties.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:

  • 5 years of experience working with elected officials, members of the public, private organizations, and public agencies and 2 or more years of supervisory experience, including delegation of work, managing work plans, and preparing performance evaluations.
  • Proven ability to lead or be a part of a matrix-managed environment by being a team player, transparent, responsive, and consistent though nimble.
  • Proven ability to oversee a program that identifies, prioritizes, and develops projects, and oversees completion of projects while ensuring budget precision.
  • Experience collecting, analyzing, and using data to inform alternative analysis trade-offs and decision-making.
  • Experience working with travel demand modeling data, big datasets, GIS, other analytical tools, engineering drawings, and cost estimating with urban street design, design standards, and design guidelines – local, state, and federal.
  • Experience negotiating contracts and inter-local agency agreements and working with grants, grant administration, reporting, and compliance.
  • Ability to learn in a fast-paced environment, grasp complex issues, identify alternative approaches to problems and issues, develop policy recommendations, and exercise sound judgment.

Other Requirements: Work Environment / Physical Demands: Work is typically performed in a hybrid work environment in which a minimum of 3 days of the work is completed in a City office or on site, and 2 days of work may be completed remotely.

Licenses: Washington State Driver's License, or equivalent mobility.

The full salary range for this classification is $54.60 - $81.93 per hour. The targeted salary for this position is $69.61 - $80.60 per hour.
