OVERVIEW
Our client is seeking a highly experienced Senior Property Manager to lead the day-to-day operations, financial management, and resident relations for a 230-unit project-based affordable housing apartment community in North Andover, MA. This role demands a strategic leader with exceptional financial acumen, strong team management skills, and a deep understanding of affordable housing regulations. The ideal candidate will ensure the property is financially sound, well-maintained, and provides an outstanding resident experience, with a focus on strong collections and lease enforcement.
WHAT YOU'LL DO Financial Management:
Develop and manage annual budgets, meticulously monitor financial performance, aggressively manage rent collections, oversee vendor payments, prepare detailed financial reports, and manage capital improvement projects. Property Operations:
Ensure the property is maintained to the highest standards, oversee maintenance operations, manage vendor relationships, ensure strict regulatory compliance, handle resident relations, and manage apartment turnovers. Team Leadership:
Recruit, train, and supervise a team including an Assistant Property Manager (APM), Office Administrator, Resident Services Coordinator, Maintenance Supervisor, and two Maintenance Technicians; provide strong leadership and feedback, foster a positive work environment, and conduct regular team meetings. Leasing and Marketing:
Develop and implement effective leasing and marketing strategies, monitor market trends, ensure high occupancy and resident retention, and oversee lease administration. Compliance and Risk Management:
Ensure strict adherence to all local, state, and federal regulations, particularly those related to Section 8 and LIHTC programs; implement and enforce safety procedures, manage insurance claims, and ensure full compliance with fair housing regulations. Resident Behavior Management:
Enforce lease agreements, manage resident behavior, and effectively address lease violations.

TCS (Tax Credit Specialist) and COS (Certified Occupancy Specialist) or similar certifications are required. Expertise in affordable housing regulations, programs, and compliance audits. Proven ability to manage property portfolios, budgets, grants, and vendor relationships. Demonstrated skill in managing project timelines and budgets. Strong track record of building positive relationships with diverse resident populations and leading high-performing teams. Strong Financial background, with proven ability to manage collections, and review financial statements. Ability to enforce lease violations.
