Vice President, Lending Compliance Officer

Position Summary:

The Vice President, Lending Compliance Officer is responsible for overseeing Lending Regulatory Compliance Program under the supervision of the Head of Compliance. The incumbent provides strategic advice and guidance to Senior Management and staff regarding regulatory changes, compliance risks, and best practices. The role requires participation in compliance monitoring activities, audits, examinations, and various committees to ensure comprehensive regulatory compliance.

Key Responsibilities:

  1. Serve as the Bank’s subject matter expert on consumer and commercial lending compliance laws, providing guidance on complex regulatory issues.
  2. Develop and maintain comprehensive knowledge of the Bank's lending operations, including systems, services, workflows, and training programs.
  3. Monitor, research, and analyze regulatory developments affecting lending, collections, and servicing; recommend and implement policy and procedural adjustments as needed.
  4. Create, evaluate, and maintain lending compliance policies and procedures, ensuring alignment with current regulatory requirements.
  5. Collaborate closely with department heads and Senior Management to ensure effective implementation of compliance protocols.
  6. Identify, measure, test, monitor, and control lending compliance risks; communicate findings regularly to Senior Management and the Board of Directors.
  7. Prepare comprehensive annual lending compliance risk assessments.
  8. Develop and submit detailed compliance reports to Senior Management and/or the Board of Directors on deposit and general banking compliance issues.
  9. Work with the CRA Officer to ensure accurate reporting and alignment with the Bank's CRA Program, including HMDA, CRA, and 1071 reporting requirements.
  10. Participate actively in the annual submission of regulatory data (HMDA, CRA, 1071).
  11. Review lending-related marketing materials and disclosures for compliance with relevant regulations.
  12. Oversee investigations related to customer complaints, ensuring proper handling under the Bank’s Complaint Management Program.
  13. Provide ongoing regulatory compliance training to lending staff and Board Directors.
  14. Coordinate and facilitate regulator and auditor examinations, ensuring thorough preparation and timely responses.
  15. Conduct due diligence assessments of third-party service and software providers to confirm compliance with lending regulations.
  16. Support the development and implementation of the Three Lines of Defense framework for regulatory compliance.
  17. Maintain adherence to all regulatory reporting and recordkeeping requirements.
  18. Assist in other compliance-related activities as directed by the Head of Compliance.
  19. Participate in a minimum of 10 hours per year of CRA volunteer activities (compensable and mileage reimbursed).
  20. Undertake additional responsibilities as assigned.

Qualifications:

  1. 5-8 years of relevant experience in consumer protection, commercial lending, and regulatory compliance.
  2. Demonstrated experience effectively training and guiding others on lending compliance requirements and best practices.
  3. CRCM certification preferred.
  4. Proven ability to thrive in fast-paced, dynamic banking environments.
  5. Exceptional ability to interpret and apply technical and legal regulations.
  6. Highly organized and self-motivated with excellent problem-solving and critical-thinking skills.
  7. Strong written and verbal communication abilities.
  8. Detail-oriented with superior research capabilities.
  9. Demonstrated sound judgment and ability to maintain confidentiality.
  10. Proficient with MS Office Suite, banking operations systems, and Governance, Risk, and Compliance (GRC) software.
