I. DESCRIPTION OF SERVICES

requires the services of

1 Software Developer 2 , hereafter referred to as Candidate(s), who meets the general qualifications of

Software Developer 2, Applications/Software Development

and the specifications outlined in this document for the

Texas Health and Human Services Commission .

All work products resulting from the project shall be considered "works made for hire " and are the property of the

Texas Health and Human Services Commission

and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.

Texas Health and Human Services Commission

will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Level Description

4-7 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Job Description

Researching, designing, implementing and managing software programs. Testing and evaluating new programs. Working closely with other developers, UX designers, business and systems analysts.

Designs, codes and modifies complex computer programs, subroutines, triggers, stored procedures, objects, classes and scripts using Angular, C#, ASP.net, and Oracle Database. Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include programming standards, documentation standards and testing standards) to ensure the quality and maintainability of applications. Participates in code reviews to ensure compliance with development standards and system/business requirements.

2 Works with trainers, technical support staff, network specialists and contract staff to perform modifications and/or updates to existing systems or to implement new systems. Identifies, investigates and resolves production problems. This may include analyzing problems, coding, testing, implementing and training of other technical staff and/or customers. (25%)

3 nalyzes requirements for new applications/enhancements to be implemented in the division. (10%)

4 Works with a software development team. Communicates with other team members to coordinate development efforts. Provides development status to the team leader or project manager. (20%)

5 ssists in the development and maintenance of systems documentation. (10%)

HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

II. CANDIDATE SKILLS AND QUALIFICATIONS

08/31/2024 . Total estimated hours per Candidate shall not exceed

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Texas Health and Human Services Commission . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at

701 W. 51st Street, Austin, TX 78751 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

08/31/2024 for FY24.

Total estimated hours for Candidate shall not exceed 2000

hours for FY24 . This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be at 701 W 51st Street Austin, TX 78751.

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

D) The worker will work remotely.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
