Job Title: Business Analyst Duration: 11 Months Location: Tallahassee, FL Job Description: This position will be working with the client's Administrative Services technical and program area staff to analyze, design, communicate, facilitate, and integrate in-house applications, processes, and procedures with the statewide Planning, Accounting, and Ledger Management (PALM) solution. Required Tasks to be performed: Gather, analyze, document, and validate user requirements. Assist in the business process redesign and documentation, as needed. Translate high level business requirements into functional specifications and manage changes to such specifications. Chart existing business processes to define current business activities for the development of procedures and models. Meet with decision makers, systems owners, and end users to define business, financial, and operations requirements. Research, review, and analyze the effectiveness and efficiency of existing processes and assist the developing strategies for updating these processes. Prototype new procedures for the purpose of enhancing business processes, operations, and information process flow. Prepare and deliver reports, recommendations, or alternatives for improving processes in operating systems across the organization. Identify and establish scope and parameters of process analysis to define impact, outcome criteria, and measure-taking actions. Develop, standardize, and maintain new or improved processes based on findings and analysis. Communicate process changes, enhancements, and modifications - verbally or through written documentation. Create process models, specifications, diagrams, and charts to provide direction to system programmers. Liaise with various business, and IT, groups in the organization to facilitate implementation of new or improved business processes. Collaborate in the planning, design, development, and deployment of new applications, and enhancements to existing applications. Coordinate and perform in-depth tests, including end-user reviews, for modified and new processes, and other post-implementation support. Required Knowledge, Skills & Abilities (KSAs): 8 years' experience with business and technical requirements analysis, business process modeling/mapping, methodology development, and data modeling. 5 years' experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products. Experience with financial analysis, including the ability to apply complex accounting principles, a working knowledge of accounting processes, procedures, and internal controls. Experience with importing data for use in report software, spreadsheets, graphs, and flowcharts. Experience working within a structured Project Management environment. Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications. Ability to establish and maintain effective working relationships with others. Ability to work independently. Ability to determine work priorities and ensure proper completion of work assignments. Ability to work well under pressure and meet deadlines without sacrificing quality. Excellent interpersonal, collaborative, oral and written communication skills. Preferred Knowledge, Skills & Abilities (KSAs): Certification(s) from the IIBA (International Institute of Business Analysis), based on the BABOK (Business Analysis Body of Knowledge). Experience with standard principles of accounting, such as GAAP or International Financial Reporting Standards Experience using the Florida Accounting and Information Resource (FLAIR) system or other enterprise accounting systems. Experience with Oracle PL/SQL and/or PHP. Experience with database query tools such as TOAD and/or SQL Developer. Experience with UML (Unified Modelling Language). Familiarity with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban. Knowledge and understanding of DEP's technical environment. Knowledge of various facilitation techniques to elicit business requirements and drive customer communications.
