This is a hands-on, analytical, detail-oriented, position dedicated to the quality and innovation of operations and services for a department. This professional position supports the designated department of Finance by performing statistical and research studies, drafting policies and procedures, preparing financial reports and presentations, developing, monitoring, and analyzing performance metrics, and directing and executing large scale performance and process improvement programs. The position supports the management of the City's ISO 9001:2015 certified Quality Management System.

The position works in cross-cutting teams, strategizing and partnering with departments to assist them in achieving neighbor (customer) quality requirements through goals, objectives, performance indicators, and process improvements. This also includes participation with benchmarking consortiums and analysis of results. Responsibilities include working to ensure the City's strategic plan drives department objectives and the resource allocation process; and developing and maintaining a comprehensive performance measurement system and software. This position will also create various data reports, presentations and visualizations on a variety of data sets and sources. Additionally, this position serves as the Procurement Card (P-Card) Program Manager for the City and ensures that all P-Card charges adhere to established policies and procedures.

Develops and maintains a process improvement system, identifying, managing, and improving core processes.Manages and develops systems and technology, metrics, and strategic initiatives that improve performance.Conducts comparative research for best practice identification and innovative service delivery models that can be replicated or tailored for the City.Works with departments to identify and define quality goals and performance measures related to core processes; establishes reporting methodology and frequency; assists with the analysis of data to identify trends and areas for improvement.Recommends and implements best practices in Business Analysis at a senior level of expertise within the constraints of a budget.Manages employee survey analysis and links results to the Strategic Plan; works with departments to understand results, refine or improve services or processes to improve results.Conducts complex internal management analysis projects and studies. Emphasis is on collecting, analyzing, and summarizing large amounts of data into useful information; developing process maps; facilitating work sessions; coordinating work tasks with other departments when applicable; and assisting departments with operational decisions or modifications of departmental procedures.Analyzes and presents financial, scheduling, and earned value data.Attends a variety of meetings with both internal and external stakeholders.Participates on teams to complete special projects aimed at having significant positive impact to City operationsPerforms related work as required.

Job Requirements & Work Environment

Bachelor's Degree in public or business administration, computer science, or a closely related field and at least three (3) years of progressively responsible professional-level experience with analytics or performance management; executing large scale performance, process improvement or other similar projects. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education, at the Division Manager's discretion.

Applicants must attain a minimum score of 70 in each part of the examination in order to qualify.
