Description
The Procurement Coordinator position will provide general procurement support for daily IT, Refinery, Turnaround, and Capital Project needs including cost negotiations and contracting requirements. This position is also responsible for providing purchasing value to the business units considering cost-to use, quality, and service provided.
•Prepares contract and procurement legal instruments, including negotiation of commercial requirements and terms and conditions, obtaining delegation of authority approvals, and ensuring execution of contractual documents
•Participates in the planning process in order to anticipate upcoming business needs and develop appropriate contracting strategies as required given the project or service requirements (e.g. lump sum, T&M, etc.)
•Evaluates supplier performance for pre-qualification
•Contributes to the maintenance of ISNetworld contractor requirements for the facility
•Develops new sources of supply continuously and maintains the site's Approved Contractor List
•Initiates the contract process per business unit request and in adherence with refinery and corporate policies
•Tracks and maintains new and existing contracts to ensure timely inception, extension, renewal or termination
•Coordinates and leads pre-bid and bid meetings and leads RFP requests
•Conduct walkdowns in field for RFPs
•Evaluates bids and makes award recommendations to the business units
•Prepares and facilitates execution of internal forms related to the contracts process
•Lead contract negotiations with vendors to ensure the simultaneous achievement of meeting the business' needs, developing a partnership with contractors, and mitigating legal & insurance risk
•Steward and lead meetings between opposing legal teams when necessary, steering the meeting's content, direction, and decision-making processes; guiding the group towards consensus or clear follow-up.
•Facilitate discussions amongst parties and ensure active participation from all attendees.
•Serves as the focal point between business units and contractors for contractual compliance and disputes resolution
•Data-Mine and organize data to assist team in reviewing vendor and business requests
•Data Analysis of competing vendors to best position company for success
•Creates and maintains contracts in SAP
•Loads and maintains contractor rates and other relevant information in TRACK
•Creates and distributes weekly or ad-hoc reports
•Monitors and analyzes supplier performance using internal feedback
•Participate in audit queries
•Streamline processes across client Refining circuit
•Identifies areas for savings and executes related projects
•Participates in continuous process improvement activities
•Provides guidance and training on contract policies to refinery personnel
•Build detailed cost comparisons to identify savings opportunities and to be shared with management
Qualifications
Education:
•Bachelor's Degree in Supply Chain Management, Materials Management or Business Administration or equivalent work experience required
•CPSM preferred
Work Experience:
•5+ years of experience in sourcing, purchasing, contracting, warehousing or distribution required
•Knowledge of refinery terminology, processes, equipment and materials
•Proficient in Microsoft Office Suite (Outlook, Word, Power Point, Excel, and SharePoint)
•Strong working knowledge of SAP
Core Competencies and Characteristics:
•Ability to communicate clearly at all levels of the organization as well as with suppliers
•Ability to work independently and as part of a team, demonstrating a proactive and results-oriented mindset. Demonstrates the ability to understand issues, develop plans and set metric to measure progress toward goals

•Excellent interpersonal, written and verbal communication skills; ability to build strong relationships
