Job/Position DescriptionThe Civil Rights Data Specialist (CRDS) is selected by and responsible to the Data Team Manager. The CRDS works with the Senior Civil Rights Data Analyst as part of the Civil Rights Data and Reporting Team. The CRDS performs advanced consultative and technical work relating to Equal Opportunity and Equal Employment Opportunity (EEO) in programs and services. Work involves advanced initiatives and projects involving collecting, organizing, and analyzing statistical data relating to the HHS agency workforce. Work involves developing and implementing advanced methods and procedures for improved processes and staff utilization including monitoring, processing, and analyzing discrimination complaints and other data elements and trends within the HHS system. Work involves coordinating with HHS agencies and programs in the development of policies, guidelines, and procedures related to civil rights compliance, research, data collection and reporting; participating in the planning, development, implementation, and evaluation of HHS civil rights programs; providing consultative services and technical assistance to HHS staff, governmental agencies, community organizations, and the general public; and assisting in researching, analyzing, and developing action plans for improvement or initiation of new programs. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.Essential Job FunctionsEJF #1) Develops policies, procedures, and guidelines related to civil rights compliance in employment and service delivery; develops effective techniques, conducts surveys, or conducts reviews for evaluating compliance with civil rights requirements; analyzes operations and reviews reports, recommendations, and justifications; develops and maintains procedure manuals for civil rights compliance; and provides guidance to staff in the development and integration of new methods and procedures. (30%)(EJF #2) Participates in planning, development, implementation, and evaluation of civil rights data collection; assists management with data for workload monitoring; to develop an action plan for improvement or initiating new programs; and works with other civil rights staff in determining trends and resolving technical problems. (30%)(EJF #3) Provides consultative services and technical assistance to CRO management and agency management regarding data for employment and services related complaints, reasonable accommodations, administrative complaints, training, workforce, and HR personnel actions; and prepares regular and special reports for civil rights management team and HHS management. (25%)(EJF #4) Researches and provides guidance to staff in the development and integration of new methods and procedures; evaluates findings relative to specific projects being developed; maintains and applies knowledge of civil rights laws, rules, regulations, and legal developments; and provides consultative services and technical assistance to plan and implement effective civil rights programs.
