Position Summary SURVICE is searching for an experienced Procurement Specialist who will be able to assist in the procurement of services and goods, source selection, conduct cost/price analysis and process purchase requisitions into purchase orders or subcontracts. The Procurement Specialist will be responsible for prioritizing orders, updating procurement tracking systems, alerting management when orders have been filled, answering vendor/subcontractor questions and providing them with additional documentation as needed. The successful candidate for this position has experience within the federal contracting environment as well as with commercial procurement.
Primary Duties and Responsibilities
Establish, maintain, and monitor procurement agreements of low to high dollar, risk, and/or complexity.Support the selection, development, and management of strategic and preferred suppliers to meet commodity cost and performance goals. Support the implementation of programs for supplierselection, supplier performance management, and supply base optimization.
Supplier/Subcontractor Management
Establish procurement agreementsMonitor supplier performance and order fulfillmentProcess contract change managementProvide supplier performance managementProvide continuous improvementPerform risk management
Contract Structure and Business Terms
Negotiate pricing using cost/price and best value analysisNegotiate to ensure terms and conditions address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification, and all other potential risk areasEnsure that terms and conditions have been properly flowed down from customer contracts to supplier contractsEstablish and maintain formal agreements with suppliersIncorporate customer or internal changes into the subcontract or purchase order

Track cost savings and cost avoidanceEstablish delivery and payment terms
Compliance
Apply Import/Export regulations such as ITAR, EAR, DDTC registration etc.Apply security regulations concerning vendor visits or sharing information.Apply government contract requirements such as FAR, DFAR, etc. to appropriate agreementsAbide by established procurement policies and procedures
Qualifications
Minimum 7 years' experience in DOD and Commercial Procurement and/or Subcontract AdministrationExperience with Deltek CostpointUS Government subcontracting experience (FAR/DFAR)Strong negotiator to achieve best valueStrong skills in the use of Word, Excel and other Microsoft Windows based applicationsHigh level of competence in written and oral communication skills, analytical problem solving, organization, decisiveness, and planning is requiredProactive; self-directed; can take instruction and act
