Division Overview:The mission of the Human Resources Bureau (HRB) is to attract, engage, develop and retain a high performing workforce. We partner with the Department of Revenue (DOR) and Administration & Finance IT (A&F IT) management teams to develop strategies in workforce planning, recruitment, training and performance management (EPRS & MassPerform). HRB is responsible for maintaining employee records, reviewing and monitoring transactions related to the payroll systems (HR/CMS), and overseeing all DOR (MassCareers) recruitment initiatives.

Position Summary:The DOR Human Resources Bureau is looking for a dynamic individual with excellent communication and organizational skills who will be a key player in our fast-paced environment. This is a great opportunity for someone with recruitment experience, capable of managing competing priorities and enjoys process improvement.The HR Talent Acquisition Manager will support strategic initiatives including the development of applicant pools, hiring/on-boarding process, driving seasonal recruitment, managing the internship program and using metrics to identify and suggest process improvements. This role is responsible for directing the hiring team which includes defining objectives and deliverables, developing communication plans, defining team member roles, facilitating decision-making, and establishing/tracking measures of success.Duties & Responsibilities:Oversee the requisition/job posting process in MassCareers to ensure compliance with state and federal employment laws as well as Human Resources Division guidelines.Manage and coach the HR personnel analyst team to ensure hiring practices are efficient, compliant and consistent to improve candidate experience and support the agency’s needs.Direct outreach by strategically identifying key affinity groups, colleges, employment agencies and represent DOR by providing organization information, opportunities, and benefits. This includes making presentations, attending career fairs and building pipelines.Monitor and improve requisition/hiring process to ensure proper protocol and compliance with submitted forms, posting information and offer/on-boarding activities.Manage the status of vacancies and implement process improvements to reduce time to fill.Preferred Qualifications:Demonstrated experience managing teams and leading projects.Knowledge of the principles and techniques of Human Resources recruitment best practices.Knowledge of the requisition/job posting process on the state hiring system, MassCareers; reviewing requisitions submitted for accuracy and compliance, guiding hiring managers on process steps, launching the approval process and posting the requisitions to ensure quality recruitment.A working knowledge of the various state salary setting rules and regulations contained in collective bargaining contracts and Human Resources Division (HRD) publications.Ability to collect, analyze statistical data, and generate reports along with experience effectively and persuasively presenting data and explaining technical issues to various staff.Strong critical thinking, problem-solving, and collaboration skills; adept at managing relationships with our stakeholders.Ability to take initiative and work in a fast-paced, deadline driven environment.Professional and resourceful style with the ability to work independently and as part of a team.Proficient with Microsoft Office applications including Excel, Word, Outlook, Visio, and PowerPoint.The recommended candidate will be subject to extended background checks by this agency and the Executive Office of the Governor.As part of the Future of Work initiative, the agency is adopting a hybrid work model. Hybrid work is a mix of in-office work and telework. This position will work remotely some days and in-person on other days.QualificationsMINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.Substitutions:I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.IV.
