Announcement Summary

Fayetteville Technical Community College is seeking qualified applicants for this part-time position. The position works with the North Carolina Military Business Center (NCMBC) and the Small Business Center (SBC) and participates on the NCMBC business development team. Duties

Essential Duties- Duties may include, but are not limited to, the following:

Public awareness. Building public and business awareness of military and other federal business and innovation opportunities by: 1) conducting meetings, briefings and training events in an assigned geographic area, in conjunction with Community College Small Business Centers (SBC), chambers of commerce, economic development agencies, SBTDC offices and other "partner agencies," and 2) contributing content to NCMBC and/or DEFTECH communications tools to promote NCMBC services.Consultation. Consulting with businesses (one-on-one) to recruit or to engage them more effectively in the federal market, connect them with the NC Innovation Ecosystem, and/or to assist them in competing for specific contracts. The BDP will conduct these one-on-one meetings/consultation sessions telephonically, in Community College office space(s), at the business location or at other locations. Consultations may result in referrals to other partner agencies. Special consultation activities include business visits and technical assistance activities (see below).Business Visits. Conducting business visits to current federal contractors and contracting-capable, mature businesses in North Carolina. Assessing client companies' capabilities in current business development, future business development, capture, contract execution, and other contracting competencies, recommend actions and refer clients to community college and other resources to improve their capabilities and government needs/gaps and client companies' capabilities and recommend actions, connect innovators and government as appropriate, and refer clients to other resources, as needed.Technical Assistance. When requested by business clients, providing one-on-one technical assistance services to help clients understand specific federal solicitations and/or to develop proposals or quotes for specific government contracts and/or the innovation ecosystem understand federal Small Business Innovation Research (SBIR); Small Business Technology Transfer (STTR); Broad Agency Announcement (BAA); and Other Transaction Authority (OTA) opportunities . Such assistance requests may or may not result from opportunities sourced to NC businesses by the BDP (see below).Current Contract Opportunities. Within assigned industries, from assigned federal buying offices/government agencies or when assigned by the NCMBC headquarters: 1) identifying current federal contract opportunities and/or SBIR/STTR, BAA, OTA and other innovation opportunities , 2) using the client management database, agency and industry partners and other internet resources to identify NC companies capable of competing, 3) sourcing the opportunities to these businesses, 4) providing one-on-one assistance (e.g., solicitation interpretation, proposal review and advice) to any business that requests it, and 5) acquiring and reporting contract award and win data to the NCMBC headquarters.Future Opportunities. Within assigned industries and/or from assigned federal buying offices: 1) identifying future contract opportunities and/or SBIR/STTR, BAA, OTA and other innovation opportunities, 2) using client management software, agency and industry partners, and other internet resources to identify NC companies capable of competing, 3) working (sourcing) lucrative opportunities as outlined above; 4) providing lists of all identified future opportunities to the NCMBC Headquarters and/or DEFTECH for publication on ncmbc.us and distribution through appropriate avenues; and 5) recommending and assisting in coordinating information briefings, teaming sessions, or other activities to help preposition NC companies to compete.Teaming. When requested by prime contractors, or when tasked by the NCMBC headquarters, assisting in developing teaming relationships between NC subcontractors and federal prime contractors, both within and outside North Carolina. Activities will range from providing (to primes) short lists of potential subcontractors and/or suppliers, hosting small group teaming meetings or assisting with planning, coordinating and/or executing statewide networking events.Government and Contracting Office Relationships. Establishing and maintaining liaison with contracting officials, government innovation outreach officials, and small business specialists in assigned federal contracting offices. The goal of such liaison is to build relationships, to acquire acquisition forecasts, to elicit data on existing service contracts and contract awards and to promote utilization of NC businesses for future contracts.

Excellent word processing, spreadsheet and database utilization and internet research skills, including working knowledge of MatchForce.org, MS Office and client management software.

Related duties. Performing related duties as assigned by the Director of Operations.

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Combination of education or experience equivalent to four years in business development and/or military procurement.Working knowledge of military procurement systems and procedures.Work experience in military procurement.

Training:

Bachelor's degree or higher from an accredited college or university in Business Administration or related field.

Preferred Qualifications

A Master's degree in business administration or related field. Work experience in federal acquisition strongly preferred. Excellent word processing, spreadsheet and database utilization and internet research skills, including working knowledge of MatchForce.org, MS Office and Salesforce client management software.
