Subcontracts Manager

The Subcontracts Manager is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps.

Overview:
Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.Expert at problem solving by leveraging experience and through analysis of dataExpert understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.Accountable to Program Manager, Business Development, Supply Chain Leadership and OperationsResponsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive LeadershipWork closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontractsExperience with Intellectual Property (IP) and Patent requirementsAble to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidanceAbility to travel domestically and internationally if neededSubcontracts Manager requirements:
Bachelor's Degree and minimum 9 years of prior relevant experience. In lieu of a degree, minimum of 13 years of prior related experience.7+ years in Procurement and/or Subcontracts.7 years of experience using MRP systems software.5 years experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)DoD Clearance is desired, but not requiredDemonstrate a strong attention to detail and a high degree of accuracy.Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptableExperience as Cost Account Manager for Subcontracts managing budgets and sales forecastingLean Six Sigma experience.Benefits:
