Environmental Compliance Manager

Directs, oversees, coordinates, and manages environmental compliance activities at the operations facility by performing the following duties under the direction of Corporate Vice President, Environmental Health and Safety Compliance. As a member of the Corporate EHS Team, this position requires a highly technical individual with subject matter expertise in all aspects of environmental affairs to ensure multi-media compliance at a Secondary Lead Smelting TSDF. This individual, while reporting to the VP EHS Compliance, will be based at the California Facility and therefore interact with site management on a regular basis.
Maintains current knowledge of federal and state environmental regulations. Reviews and monitors developments in state and local environmental statutes and regulations that affect the company. Prepares and submits required compliance reports with assistance of the site environmental team. Communicates regularly with environmental regulators on reportable incidents and permitting matters.Assesses compliance with permit and regulatory requirements, and recommends solutions with multiple options and corrective actions. Regularly communicates with facility and corporate management concerning Environmental compliance issues. Tracks and reports on the progress of corrective actions identified during internal and external compliance audits.Reviews the impact of proposed changes related to operating procedures, purchases of materials, and equipment for compliance with Environmental regulations and guidelines. Assesses and performs Preliminary Hazards Reviews on the safety and environmental impact of proposed changes in manufacturing processes, intermediate, final products, and raw materials. Initiates Pre Startup Reviews to ensure that any changes are in compliance with all applicable safety, health and environmental regulations.Negotiates and administers new/existing consent orders/agreements including environmental investigation plans and remedial measures.Directs compliance testing and monitoring programs.Provides environmental technical guidance to facility employees. Maintains facility Environmental Compliance Manual.Evaluates certifications and qualifications of offsite waste management and environmental laboratory services used by the facility.Ensures compliance with air, water, waste, and hazardous materials regulations for the facilityOther duties as assigned.EOE AA Male/Female/Veteran/Disability
Skills & Requirements
8+ years' experience in manufacturing and/or chemical processing environment including 5 years' experience in environmental complianceBachelor's degree in environmental management or engineering, chemical or mechanical engineering, environmental science, or equivalent technical degree. Extensive directly related experience may substitute for degree.Advanced degree (MS or PhD) and professional certifications (PE, QEP, CIH, CHMM) desiredExcellent oral and written communication skillsWorking knowledge of Federal and California State Environmental regulationsDesired Pre-Hire QualificationsDOT Hazardous Materials Compliance Knowledge, Training & ExperienceTraining in Operational Excellence and Six Sigma (Green Belt or Black Belt Level)Root Cause Analysis and Problem Solving Training (i.e. - Tap Root, or other RCA training)Hands-on working experience and knowledge of RCRA TSDF Part B Permitting and Regulations, CAA Title V Permitting, NESHAPs MACT compliance, CERCLA Remediation and Clean-up, CWA Pretreatment and NPDES PermittingKnowledge and experience with ISO 14000 EMS, OSHAS 18000 Management Systems
