JOB DESCRIPTIONSummary/ObjectiveBlueHalo is seeking a Contracts Manager to become a part of a dynamic corporate team. The Contracts Manager will provide support in every aspect of the contract lifecycle and use creative thinking skills to drive solutions for the Space and Directed Energy Sector. This position will be embedded in a mission focused operations group and responsible for activities associated with proposal development/submittal and contract management/administration on multiple assigned contracts.Essential FunctionsThe Contracts Manager responsibilities include:Perform contract management and administrative duties including, but not limited to maintaining and organizing contract documents; supporting proposal review and preparation; completing contract awards and modifications; interfacing with Government and Prime contracting agentsEvaluate contract performance to determine the necessity for modifications or extensions of contracts, and compliance to contractual obligations.Advise and mentor other Contracts Professionals and Program ManagersMaintain consistent and organized files for programsProviding guidance and advise on contractual rights and obligations, with means to mitigate contractual and/or program riskProactively engaging with the program teams and customers to ensure that the programs are executing to contract requirements.Advise on the different contract types and applicable laws and regulations associated with each type.Identifies, tracks, mitigates risk issues to inform Contracts leadershipReview monthly deliverables for accuracy and completeness.Identifies, tracks, mitigates and resolves risk issuesContribute to the responses for Requests of Information, Quotes, Proposals, Source Sought, and Market SurveysDevelop and review Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and SubcontractsSupport contract execution through Contract Modifications, Program Control, Invoice Reviews, and CloseoutsResponsible for the entire contract lifecycleResponsible for ensuring that agreements/terms and conditions comply with all applicable regulations and requirements, while also adhering to company policies.Actively work with proposal teams to develop a compliant proposal and provide the necessary back-up to support pricing adequacy.Demonstrated ability to work effectively with stakeholders across the organization, including regular senior management level briefings on key issues.CompetenciesNegotiation skills.Ethical Conduct.Strong Attention to detail.Strategic Thinking.Critical Thinking.Problem Solver.Organizational Skills.Self-Starter.Strong Communication Skills.Time Management.Commitment.Demonstrated Team Player.

Days and hours of work are nominally Monday through Friday, 8:00 a.m. to 5 p.m. This position regularly requires long hours and weekend work.TravelOccasional.Primary LocationAlbuquerque OfficeQualifications:Required Education and ExperienceBS/BA in Business or related discipline such as Finance, Supply Chain, or Accounting or a minimum of 8 years of experience with procurement negotiation, award, and administration.Extensive FAR/DFAR knowledge; working knowledge of US Government acquisition laws and regulationsExperience with service type contracts, specifically as a Prime ContractorMajority of career spent in Aerospace & Defense Contracts organizationDemonstrated expertise in contracts and subcontract management; specifically, as the contract negotiator or lead.Experience in reviewing RFP/RFQs and ensuring compliance with proposalsExperience with all-types of contractsAbility to work independently with limited guidanceMust be able to obtain and maintain a US Department of Defense Security Clearance.*Depending on experience and skillset, this position could be a Sr. Contracts Administrator or a Contracts Manager.Preferred Education and ExperienceMasters in business or related disciplineFederal Contract Manager (CFCM) certifiedExperience with ERP systems such as Deltek and/or Unanet.#LI-GY1Company Overview:BlueHalo is purpose-built to provide industry-leading capabilities in the domains of Space Superiority and Directed Energy, Air and Missile Defense and Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), and Cyber and Intelligence.
