The Office of the Inspector General (OIG) is seeking an individual to perform inspections, reviews, analysis, and audits as part of the OIG’s Audit Division. This position may be filled at any of the following levels:

Investigative Analyst I (grade N21) $63,642 – $101,175

Investigative Analyst II (grade N26) $78,686 – $126,527

Investigative Analyst III (grade N28) $85,544 – $138,535

The Montgomery County Office of the Inspector General (OIG) is an independent agency created by the County Council in 1997. The Inspector General is charged with reviewing the effectiveness and efficiency of programs and operations within County government and independent County agencies. The Office conducts independent reviews, audits, and inspections with a goal of preventing, detecting, and deterring fraud, waste, and abuse in government activities. Through its work, the OIG proposes ways to increase the legal, fiscal, and ethical accountability of County government departments and County-funded agencies and improve the overall integrity of publicly funded operations.

In October of 2019, the Montgomery County Council passed legislation that requires the OIG to conduct risk-based audits and review of the County’s internal accounting and contracting processes and controls as well as conduct audits of high-risk contracts and agreements on a rotating basis. OIG Investigative Analysts perform engagements detailed in the Inspector General’s four-year workplan; design and lead reviews of County operations and programs; and assist in the completion of audits.

Duties may include but are not limited to:

Conducting independent, objective performance, compliance, information system, and operational audits, reviews, and inspections.

Collecting documentary evidence, conducting interviews, and analyzing data to form sound findings and conclusions.

Assessing the adequacy of internal controls and processes.

Evaluating the equity, efficiency, effectiveness, economy, and integrity of County-funded programs.

Identifying opportunities for cost-savings within county programs and operations.

Researching applicable laws, directives, regulations, and policies to gain knowledge of areas being reviewed.

Making recommendations to supervisors on findings and recommendations.

Drafting concise, objective, detailed reports which clearly communicate findings and recommendations relating to the policies, programs, and practices of County funded operations and programs.

Participating in discussions and briefings with employees, contractors, and management.

Responding to complaints received via phone or email and other constituent inquiries.

In addition, the successful candidate will have:

Excellent writing, communication, analytical and research skills.

Strong interpersonal skills and ability to interact effectively with agency personnel and other officials.

Experience working both independently and in a team environment.

Ability to work on multiple projects concurrently and meet deadlines.

Experience identifying and/or implementing operational improvements.

Experience conducting and/or leading reviews and inspections of programs and operations applying Generally Accepted Government Auditing Standards (GAGAS), Association of Inspectors General (AIG) and/or Council of the Inspectors General on Integrity and Efficiency (CIGIE) standards.

Montgomery County Ethics Law: Except as provided by law or regulation, the County’s “Public Employees” (which does not include employees of the Sheriff’s office) are subject to the County’s ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. If filled at the OIG Investigative Analyst I:

Experience: At least two (2) years of professional-level experience conducting performance, compliance, information system or operational audits, reviews, program evaluations and/or inspections, including at least one (1) year of professional experience in law, public policy, public administration, social sciences, auditing, or related field.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: An equivalent combination of education and experience may be substituted.

If filled at the OIG Investigative Analyst II:

Experience: At least three (3) years of professional-level experience conducting performance, compliance, information system or operational audits, reviews, investigations and/or inspections, including at least one (1) year of professional experience in law, public policy, public administration, social sciences, auditing, or related field.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: An equivalent combination of education and experience may be substituted.

If filled at the OIG Investigative Analyst III:

Experience: At least four (4) years of professional-level experience conducting performance, compliance, information system or operational audits, reviews, investigations and/or inspections, including at least one (1) year of professional experience in law, public policy, public administration, social sciences, auditing, or related field.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: An equivalent combination of education and experience may be substituted.

There are no preferred criteria for this recruitment. All applicants will be reviewed by OHR for minimum qualifications. Applicants who meet minimum qualifications will be rated “Qualified,” placed on the Eligible List, and may be considered for interview. Preference for interviews will be given to applicants with experience in the following:

Inspecting, Monitoring, Auditing and Investigating Government/Public Sector Programs and Services with a focus on governance, procurement, financial procedures, and other operations of governmental entities.

Conducting Research and Analysis of Data and Information related to Public Sector Programs and Operations.

Report Writing.

Candidates selected for interview may be required to provide a writing sample.
