Civil Chief Estimator

Clark Construction is seeking a heavy highway / civil construction Chief Estimator, to be based out of our Lorton headquarters, to help grow our backlog of projects. This position will include a variety of project types including, civil, utility, bridge, and structures, ranging from $1 million to over $500 million.
Responsibilities
Lead a team during the estimating process including executive review and estimating meetings.
Maintain high standards of professionalism and ethical behavior when representing the Company.
Analyze drawings, specifications, proposals, and other documentation to lead estimators in preparing time, cost, and labor estimates for projects under various delivery methods.
Lead preparation of estimates for multi-discipline projects including understanding scope and accurate quantities.
Supervise and train other estimators.
Develop Subcontractor and Vendor solicitation strategies to create value for the bid.
Lead meetings with Subcontractors/Vendors to ensure complete scopes and aligned strategies.
Perform risk and contract management responsibilities on bids.
Lead the development of minority participation strategies to achieve project requirements.
Review total estimate to ensure accuracy and completeness.
Manage information system to compare estimated costs to actual costs.
Research and lead process of continuous improvement in estimating methods.
Qualifications
10+ years of engineering, estimating, construction management, general management, or field engineering experience in the heavy civil field is required.
Undergraduate degree in engineering, construction management or related degree.
Wide range of public agency and private client experience highly preferred.
HCSS Estimating software experience.
Proficient at a wide range of estimating disciplines.
Demonstrate the ability to lead multiple projects and pursuits at any given time.
Strong organizational and time management skills with the ability to multi-task.
Must be detail oriented, technically sound and have good communication skills.
Must be familiar with both conceptual, detailed, and self-perform estimating.
