The Office of the Attorney General for the District of Columbia seeks an Attorney Advisor for the Government Contracts Section of the Commercial Division. The Commercial Division of the Office of the Attorney General for the District of Columbia provides legal advice and transactional and litigation support to the District Government in the core areas of community and economic development, real estate, procurement, tax, finance, bankruptcy, land use, and public works.Duties and ResponsibilitiesTrial Attorney, LA-0905-13The incumbent will report to the Chief of the Government Contracts Section within the Commercial Division and provide legal advice and assistance to District agencies regarding procurement matters as assigned, including contract advice on the formation and administration of contracts, review of contracts for legal sufficiency, and litigation of contract protests and claims before the District of Columbia Contract Appeals Board and the District of Columbia Superior Court.Review proposed solicitations, contract packages and other procurement-related documentation for legal sufficiency, both as to form and substance; perform legal research and provides written and oral comments and advice to District agencies on procurement and contract matters.Advise District agencies regarding compliance with applicable laws and regulations relevant to District government contracting, including the application of local hiring requirements.Develop legal strategies, research issues, and drafts memoranda and legal briefs.Monitor and, where necessary, participate in the resolution of legal issues for high-profile and priority projects.Keep abreast of changes in District of Columbia and federal laws and regulations related to District of Columbia government contract formation, administration, and litigation.Defend the District against protests of solicitations and contracts, as well as appeals of contract claims, and represent the District before the Contract Appeals Board and the Superior Court.Perform all functions related to case and calendar management,

Must have three (3) years of substantive, demonstrable experience in the area of government contracting. Knowledge of the District of Columbia procurement regulations is strongly preferred.Trial Attorney, LA-0905-14Incumbent must have a Juris Doctor (J.D.) from an American Bar Associated (ABA) accredited law school at the time of appointment. Must have five (5) years of substantive, demonstrable experience in the area of government contracting. Knowledge of the District of Columbia procurement regulations is strongly preferred.License and CertificationThe incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service shall remain a member in good standing of the District of Columbia Bar and admitted to practice in the U.S. District Court of the District of Columbia during his/her employment in the Legal Service. If not currently a member of the District of the Columbia Bar, prior to their appointment, the successful candidate must send proof that his/her completed District of Columbia bar application has been submitted to the District of Columbia Bar.Working Conditions/ EnvironmentWork is primarily performed in an office setting.
