PURSUANT TO SECTION 110.205(2) OF THE FLORIDA STATUES, THIS POSITION IS EXEMPT FROM VETERAN’S PREFERENCE.

This position performs highly complex, professional, technical, engineering and related administrative work to support Public Works and related departments.

This works includes engineering, administration of diverse programs, and program/project management as well as supervising work of engineers in training.

Experience in roadway and drainage designs.Performing technical engineering reviews of plans, permits, and reports related to Public Works projects.Insuring compliance with multiple Jurisdictions: County, FDOT, SFWMD, ACOE, etc.Performs duties in a manner consistent with values of the County and pays close attention to costs, potential delays, ROW Impacts, and future maintenance issues.Performs highly complex, and technical work in all areas of stormwater management and related fields; Serves as technical lead with complex design plans and stormwater issues.Experience creating and/or reviewing complex basin studies.Determines project specifications by understanding the budget, requirements, performance, completing technical studies and preparing cost estimates.Negotiate scope and fee with consultants as well as review invoices for the work.Maintain project schedule by monitoring project progress; coordinating activities; and resolving problems.Oversees and interacts with General Engineering Consultants and Consultant Program Managers.Coordinates with County Departments and State and Federal agencies to provide engineering services and completes engineering projects as needed and assigned.Prepares and leads public presentations.Interprets design policies and procedures and reviews complex design plans; and other duties as assigned.Education:

Bachelor’s Degree in Civil Engineering or related field

Experience:

Eight (8) years of design engineering experience in the administration of Public Works type projects.

Miscellaneous:

Must be registered as a Professional Engineer in the State of Florida within six months of employment.

Must possess a valid Florida Driver License.

Knowledge of the principles and practices of engineering as applied to the requirements of the Public Works Department.Working knowledge of FDOT PPM and Florida Greenbook.

Prefer real-world design experience.Ability to evaluate and analyze data and make recommendations based on sound engineering judgment.Ability to communicate at a very high level, both orally and in writing.Ability to establish and maintain effective relationships with subordinates, other departments, outside agencies, and the public.Knowledge of all functions relevant to the processing and approval of capital improvement projects, e.g., plans review, design, and inspections.Ability to evaluate information, make decisions, and coordinate consultants and staff efficiently.Ability and experience to be entirely accountable for large projects.Skill in effectively directing staff responsible for carrying out planning, organization, and management of the above-listed departments for Public Works.Extensive experience obtaining approvals and permits from agencies.Extensive experience modeling in AdICPR

PHYSICAL DEMAND REQUIREMENTS:Physical Demand: Medium20 pounds maximum lifting.Infrequent (up to 1/3 of the work time) lifting, carrying up to 20 lbs.Expressing or exchanging ideas by spoken word or perceiving sound by ear.Good eyesight for production or safety of self and others.Physical demand requirements are in excess of light work.
