Essential Functions:

Analyze a variety of GIS data and prepare associated reports for use by assigned department(s); analyze, review, and ensure accuracy of mapping and related data prepared by lower level personnel or consultants for inclusion in various reports.Design and/or modify GIS programming as necessary to accommodate the needs of a variety of users: verify accuracy of digitized data to ensure accuracy and quality of automated informationDevelop and design databases related to GIS database mapping functions and mapping layersPerform GIS data maintenance, entry, conversion, and analysis; perform data verification; assist with solving technical problems and determining possible solutions.Create, maintain, and update digital maps, spreadsheets, data files, and documentation for a variety of uses; gather information from various sources.Respond to GIS and mapping requests from employeesCoordinate GIS functions and uses with other departments, other agencies/jurisdictions, engineers, developers, and the general public; provide support to departments, agencies, and the public regarding GIS and identify and resolve related concerns.Coordinate and collaborate with Information Technology personnel to ensure network connection and optimum performance of GIS infrastructure, platform, and software, make related recommendationsDevelop and document procedures for use of GIS functionalities; prepare related protocols; provide related training to a variety of GIS usersParticipate in emergency preparedness planning and implementation activities to facilitate the work of City departments, other public and social service agencies; provide information and training regarding GIS functions related to emergency situations.Monitor GIS database performance against established standards; detect and troubleshoot problemsRead and interpret civil plans and specifications for extraction of data to GIS utility system and data layers; use GIS to analyze data for engineering/planning purposesPrepare maps, graphics, charts, graphs, and other documents or materials for use in brochures, reports, and presentations to the committees, commissions, and other public agencies.Participate as assigned in committees and groups to provide input to GIS planning and implementation strategies and work plans; provide technical assistance as neededWork with departments and other agencies in developing, implementing, and maintaining a City-wide address database programAssist in development of policies and procedures; oversee implementation and enforcement of policies and proceduresPerforms other duties of a similar nature and level as assignedPositions assigned to the GIS Analyst position may be responsible for:

Formats and generates a variety of GIS products including standard and custom maps and map series, standard map templates, graphics, tables and reports; performs data searches and retrievals.Extracts and organizes data and performs quality control operations to ensure the accuracy and completeness of all data; researches source documents and/or coordinates with others to resolve missing or conflicting data and other anomalies.Establishes map area and develops symbology, including thematic and category symbols; uses cartographic and design principles to include legends, insets and reference information.Overlays maps over aerial imagery to produce custom products and verify and correct geospatial data.Performs standard spatial analyses such as buffering, spatial overlays and distance calculations using established methods and procedures.Maintains and updates geospatial databases; extracts, cleans, adjusts and converts data and information from non-GIS systems into GIS formats; converts addresses into GIS formats using geocoding routines.Researches and corrects problems with data using spatial and logical analyses; researches and verifies legal descriptions and boundaries; uses scripts, queries and other tools to obtain and/or correct missing or incorrect spatial and attribute data.Converts spatial data from one coordinate system to another, using basic geodetic principles; geo-references digital maps to align with real ground locations, using survey monument, GPS and other data as controls; processes, loads, reviews and updates data in GIS database layers; imports database updates.Participates in developing and implementing queries, scripts and instructions of moderate difficulty.Assists in the design, development, testing and implementation of GIS applications of routine to moderate difficulty to meet customer needs and enterprise requirements.Operates GIS-specific hardware including large format plotters and scanners.May collect field data using GPS or other equipment as needed; may assist in training and mentoring newer GIS staff memberJob Requirements

EDUCATION:

A Bachelor's degree from an accredited college or university preferably in geographic information systems, computer science, information systems, engineering or a related fieldEXPERIENCE:

Three (3) years of responsible professional experience in the uses and operations of geographic information systems.LICENSING/CERTIFICATIONS:

Possession of a valid California drivers' license by date of appointmentOTHER REQUIREMENTS:

Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendorsWork outside of normal business hours (e.g. weekends or evenings) as requiredKnowledge of:

Principles and practices of Geographic Information Systems (GIS) and computer operating systemsESRI-based GIS software, and related applicationsRecords storage and handling techniquesCustomer service principles

Ability to:

Design and develop sequential processing of tasks and perform spatial analysisAnalyze, diagnose, and troubleshoot GIS database application problemsTrain or instruct GIS users in accessing and using the database systemResearch sources of geographic data; collect, interpret and integrate data from various sources to prepare map manuscripts and reportsPrepare a variety of reports and maintain accurate records and files

HIGHLY DESIRABLE:
