Project Title: Data Analytics - Salary Equity Analysis

II. Background:The Office of Civil Rights, Diversity & Inclusion (OCRDI) provides a comprehensive range of products and services in the areas of Civil Rights and EEO services to Health Resources and Services Administration's (HRSA) employees, applicants for employment, and recipients of federal funding. OCRDI provides these services to ensure compliance with Federal Civil Rights Laws and Regulations and the federal directives from the U.S Equal Employment Opportunity Commission (EEOC). Our mission is that "Together we build a culture of fairness, diversity, and inclusion to improve health and achieve health equity." In alignment with our mission, OCRDI also provides strategic thinking, tactical planning, organizational change, and creative problem-solving to HRSA's senior leadership to enhance diversity, equity, inclusion, and access and support the agency in achieving its mission. A major role of OCRDI is to lead HRSA in the process of conducting demographic workforce analyses to identify any existing barriers to equal employment opportunities and develop strategies to eliminate any barriers uncovered.

III. Purpose:In line with Executive Order 14035 and consistent with merit system principles, the purpose of this analysis is to advance DEIA, identify and eliminate any barriers to equity in federal work functions including pay and compensation policies, and promote a data-driven approach to increase transparency and accountability building on MD-715. This analysis will take an evidence-based, data-driven approach to determine whether and to what extent agency practices result in inequitable employment outcomes.

Human Resource Data Analyst II: The Human Resource (HR) Data Analyst will collect, compile, and analyze HR data, metrics, and statistics, and apply this data to make recommendations related to recruitment, retention, and legal compliance. Bachelor's degree minimum, but Master's degree preferred, in Human Resources, Business Administration, Industrial Psychology, or related field required. At least 3-5 years of experience in related areas such as job classification and compensation, recruitment, selection, training, employee benefits, and/or equal opportunity compliance preferred. Lastly, certifications from the Society for Human Resource Management (SHRM), as a Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) are desired as well.
