will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). •10+ years of Experience in designing and implementing identity management solutions. •5+ years of experience designing, architecting, implementing, operating, and maintaining access management solutions supporting SailPoint, Okta, Active Directory and Azure Active Directory •Strong development experience in implementation of user life cycle management processes, RBAC, ABAC, workflows, groups, and custom reports. •Knowledge of all SailPoint installation and deployment •Experience onboarding external applications into SailPoint and creating custom connectors. •Develop comprehensive architectural plans and technical designs for Okta •implementations, including user provisioning, single sign-on (SSO), multifactor authentication (MFA), and access policies •Conduct assessments of clients' current IAM infrastructure, identifying gaps and opportunities for improvement, and develop strategies to address them using Okta solutions. •Experience integrating SailPoint with Active Directory, LDAP, Azure AD, O365, ServiceNow, SharePoint, Oracle, and JIRA etc. •Experience working with and implementing solutions leveraging OAuth, OpenID Connect, SAML •Proficiency in CI/CD best practices and technologies like git & Jenkins •Extensive experience leading the architecture and design of a SailPoint IdentityIQ solution to meet complex identity and access management requirements. •A deep architectural understanding of SailPoint and OKTA technical components •Excellent analytical and problem-solving skills, with the ability to translate business requirements into technical designs. •Evaluate new IAM technologies and solutions and make recommendations for their adoption to improve our IAM landscape •Hands-on experience with programming languages such as Java, JavaScript, or BeanShell for customization and development within SailPoint •Collaborate with cross-functional teams, including security analysts, engineers, and project managers, to ensure the successful delivery of IAM projects. •Possess excellent interpersonal, verbal, and written skills: ability to communicate clearly and concisely

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the
Texas Health and Human Services Commission . Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.
The primary work location(s) will be at
701 W 51st ST, Austin, Texas 78751 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
Texas Health and Human Services Commission
will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
Texas Health and Human Services Commission . V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE:
Services are expected to start on or around November 20, 2023 and are expected to completed by August 31, 2024. Total estimated hours per Candidate shall not exceed 1,800 hours for FY24. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION:
) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
B) The primary work location will be 701 W 51st ST, Austin, Texas 78751.
Position will be 100% remote. Program will allow candidates who are out of state (Any location within the United States).
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

VI. ADDITIONAL TERMS AND CONDITIONS

Worker must sign an Acceptable Use Agreement as a condition of employment.
Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued.
Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( HHS Form 3834 ) before a purchase order is issued.
Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.
By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement .
