Position: GDOT IT Business Analyst 2 - Project Initiation Location: Atlanta, GA, 30308 Duration: 6 Months Job Type: Contract Work Type: Hybrid Job Description: The Client Dept. of Transportation seeks a Business Analyst (BA) who will primarily assigned to compiling and documenting scopes of work to facilitate new IT procurements/contracts. Only candidates with proven working experience in paragraph 1. will be considered. The scopes of work define the applicable boundaries, requirements, activities/tasks, deliverables/milestones, terms and conditions, etc. for purchasing goods/services. The BA will incorporate or gather requirements and related exhibits/appendices. BA will collaborate with business, IT, IT Security, Legal, and Procurement/Legal stakeholders. BA will obtain and assess vendor provided agreements and related materials. BA will prepare any additional documents as needed to facilitate procurements. BA will facilitate reconciling any conflicting items between parties. BA will assist in gathering and documenting selection criteria for proposal evaluations. Consultant shall represent GDOT interests and comply with Ethics/Code of Conduct rules of the Client. Consultant will be preparing materials to support procurements but will not be participating in the actual GDOT evaluation, selection, or contracting processes. As time permits, BA may be assigned to GDOT IT Project teams to gather and translate business needs into in-house custom developed product/solution requirements. The BA will work hand-in-hand with business, project, and management teams. BA will solicit, understand, and analyse business needs, data, objectives, and processes. BA will translate user need into materials for successful IT initiation, design, and development. BA will conduct user interviews and joint-application-development (JAD) sessions. BA will identify business "pain points" and rank user stories/use cases potential to improve business effectiveness/performance. BA will clarify and document IT project scope, current/future state, business/application workflows, functional/system requirements, system interaction diagrams, reporting and training requirements, data mapping, logical data models, metadata, screen mock-ups, and test cases. BA will actively participate in the software development life cycle (SLDC) and transfer information to IT Project teams. BA will be responsible for demonstrating requirement traceability within work products. BA will validate requirements were met within developed products and facilitate completion of user acceptance testing. BA will assist project manager in getting dates from business units to complete reviews. Responsibilities: Participates in the demand management process to assist the business in establishing business cases, scope, and requirements relating to requests for new systems or existing system changes Primarily support IT acquisition of products or services by developing scopes of work Consults with project teams and architects to identify currently know solutions or performs market research Gathers information/documentation from vendors or contractors Translates business needs into requirements and functional/non-functional specifications Gather, clarify/define, and document scope, business scenarios, workflows, requirements, etc. Conduct interviews, workshops, and JAD sessions Analyzes and validates business requirements and processes, identifies opportunities for process enhancement to benefit the Department, identifies gaps in information Uses a structured process to define priorities and opportunities and/or works with stakeholders to define the minimum viable product (MVP) and options for improvements via subsequent phases Produces required work artifacts Communicates and presents client's business requirements to implementation teams Creates systems models, specifications, diagrams, and charts to provide direction to developers and system architects Works with the team to define acceptance criteria or other metrics/performance goals for the system Provides status updates, completes weekly work time logs, updates work tickets weekly Provide estimates and target dates for task completion for incorporation into project schedules or work tickets Work Terms and Conditions GDOT has NOT specified a number of days onsite vs remote. However, local candidates (i.e. able to come in office) will be preferred over an out of state candidates (i.e. remote worker). GDOT prefers candidates who can demonstrate they have the capability to work a hybrid work schedule which is a combination of remote and in-office work. Candidate capacity (i.e. days they could come into the office) to work a hybrid work schedule will be discussed during interviews. The consultant will follow all applicable Client and GDOT policies, procedures, standards, guidelines, and accepted best practices. The position end date is set for the end of the GDOT Fiscal Year. GDOT may exercise the option to renew contracts in one-year increments. Several successful consultants have continued working for several years with contract extensions. However, GDOT is under no obligation to extend contracts and may terminate employment at any time. When teleworking or working remotely, consultant must have suitable internet connection and environment to comply with GDOT telework policies. GDOT will reimburse authorized travel expense lodging and meals. GDOT will reimburse authorized travel use of a personal vehicle. Any travel expenses to start work or relocate to Client location or will not be reimbursed. All travel expense reimbursement shall be in accordance with State Accounting Office Travel Policy The Department has 13 holidays, which consultants are not allowed to work nor make up any time for those holiday weeks without management's approval. Consultants are not to take extended leave during their first year of service (e.g. greater than 1 week). Consultant must have cell phone which can be used for business calls.
