None of the candidates presented in the Wisconsin-only posting had the required experience in Collection-focused web applications. Furthermore, most of the candidates did not have experience with tools such as Crystal Reports, Telerik, IIS, SQL Server, Jira, and Kendo, and many did not have the requisite number of years' experience in the top skills needed for this position (JavaScript, .NET MVC with C#, full-stack development, and Test-Driven Development).

Job Description:This recruitment is seeking an experienced and hands on web application architect (AA) to act as a technical lead in the Enterprise section.The web application architect will work closely with the project manager, development team, and the application development technical advisor to deliver valuable products that meet our partners business objectives.Work includes developing new web applications, enhancing existing applications, and providing maintenance of modernized web applications.New web application development is largely focused on adding new functionality and eliminating legacy main frame applications by developing new application(s).The incumbent should be able to implement complex application design and get up to speed on business, technical, and functional requirements quickly.The is expected to work with minimal supervision, have strong communication and leadership skills, and be a team player. Hands on technical expertise and development is required.Prior experience building and supporting Collection-focused web applications, such as Benefits Recovery Investigation Tracking System, is required.Experience with SQL Server is required.Key responsibilities of the AA:

Provide architectural and big picture oversight for development of new or enhanced software products.Ensure quality and consistency of the software architecture across the system and providing day-to-day technical guidance to the development teams.Writing code and reviewing the code of others on the team, participate in cross team code reviews.Promote and follow TDD.Define and document the system, technical, and application architectures for major areas of development.The will lead the team to web applications that:

Are cost effective and minimize technical debt.Are sustainable and stable.Follow security best practices and comply with the State of WI security policies and DCF web application standards.Write technical design documents.Mentor others on the team and in the section.Understand infrastructure and development architecture designs and issues.Research and implement best frameworks/capability models that will control costs, provide higher quality, and/or increase predictability of service delivery.Work with project manager and web application development technical advisor to research and discuss new technology and development tools to remain abreast of current and emerging technology.
