Barbaricum is seeking a senior-level IT and MS Windows professional to support the US Strategic Command (STRATCOM) J61 in the Command and Control Facility (C2F) at Offutt AFB, NE. This team will provide IT engineering expertise for enterprise systems in the C2F to ensure the Command's IT architecture and solutions will meet mission and enterprise capability requirements for Nuclear Command and Control, Cyber, Electromagnetic Spectrum Management, and Missile Defense.

Responsibilities

Provide technical expertise, direction, and oversight for Nuclear Command, Control, and Communications (NC3), Command, Control, Communications, and Computers (C4), and Information Technology (IT) engineering programs that span USSTRATCOM's current and future mission sets.Recommend new technologies and develops strategies to meet USSTRATCOM's evolving capability requirements.Develop operational C4IT architectures and ensures solutions meet Presidential, DoD, and USSTRATCOM's mission requirements.Plan and execute roles as the designated Windows Service Owner for 1) Windows Architecture & Engineering and 2) Windows-based Cloud Integration.Conduct market research on emerging Windows technologies, prepare business case analyses (BCAs) to guide leadership on novel Windows capabilities, and capitalize on national labs, industry standards, and academic best practices when crafting Windows-centric C4, IT, and NC3 solutions, architectures, and roadmaps. Provide dedicated support to other Windows service owners and managers.Champion innovation in the Windows environment by enhancing processes and developing, implementing, and supporting potential and validated solutions in Windows-driven technology areas, such as Windows-based AI, ML, cybersecurity, cloud computing, and DevSecOps to meet future Presidential, DoD, and USSTRATCOM mandates.Offer robust technical oversight on Windows systems engineering and associated technical procedures, especially focusing on Windows-centric change control and configuration management.Qualifications

Active DoD TS/SCI clearanceA minimum of 12 years' experience as an IT Subject Matter Expert with at least four years of documented experience with systems engineering and/or relevant technical systems engineering processes for USSTRATCOM. In lieu of experience, a Master's degree in any engineering discipline or computer science can be substituted for six years of IT experience. A Bachelor's degree in any engineering discipline or Computer Science can be substituted for four years of IT experience.Proven project management skills with a minimum of two years dedicated to overseeing, managing, and assessing progress of complex Windows or mixed IT projectsTraining or hands-on experience pertinent to designing, deploying, and maintaining Windows-based systems that align with DoD cybersecurity policies, regulations, DoD Software Modernization Policies, and DoD Windows-focused DevSecOps architectures.Maintain IAT Level II Certifications per DODI 8570.01-M, with preference for candidates holding Windows-specific certifications (e.g., Microsoft Certified: Windows Server or similar). Current CompTIA Security+ certification is strongly desired.Possess a minimum of five years' experience with robust written and oral communication skills, especially regarding Windows environments. This includes crafting and delivering complex written materials and oral presentations about Windows systems to senior leaders at O-6 and SES/GS-15 levels or higher.Training and experience on new techniques and software- defined approaches for Platform as a Service (PaaS) and infrastructureSome experience with Microsoft Active Directory is desiredA minimum of five years demonstrating the ability to operate professionally and calmly in a Windows-focused or mixed environment setting with peers, management, contractors, academia, and other stakeholdersITIL 4 experience or certification preferredFamiliarity with MOSA preferredOpen to ongoing skills enhancement through formal and ad hoc upskilling
