Position Overview

The Illinois Pollution Control Board (IPCB) is seeking to hire an Information Systems Analyst I. This position performs complex professional IT functions and supports the IT needs of the Board Members and staff. Essential Functions

1. Conducts and coordinates studies involving substantial technical research and systems analysis of Board administrative functions.Provides the Chair, Board Members, and management with technical assistance.Assists with interfacing management needs with information technology which includes the Clerk's Office Online System.Serves as technical expert for all programming functions and initiatives for the Board's Internet/Intranet Web Server.Develops generalized and detailed system design definitions, procedures, and creates and maintains documentation.2. Reviews and participates in the development and coding of application programs and systems for major and complex projects.

Plans and implements application programming interface; utilizes C#.NET MVC5, Entity Framework, LINQ, IdentityGuard, HTML, ASP.NET.Publishes code on the server and establishes appropriate links on the Board's Home Page to the documents.3. Performs maintenance on the databases and other System Services applications and needs.

Establish or revise internal programs and routines associated with large and complex network systems.Performs maintenance of large systems, system tuning and measuring.4. Develops and maintains a broad knowledge of all products supported and keep abreast of new application services developments.

5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four(4) years of college.Requires one(1) year experience in an Information Technology field with experience in the following;Microsoft SQL Server DatabasesC#.NETMicrosoft MVC5 frameworkEntity FrameworkHTML/CSSASP.NET framework.

Preferred Qualifications

At least three(3) years of experience with Microsoft SQL Server Databases.At least two(2) years of experience with C#.NET, Microsoft MVC5 framework, and ASP.NET framework.Basic knowledge of Microsoft IIS web servers, SOI Active Directory network structures, Entity Framework, LINQ, IdenttityGuard, and HTML/CSS.

Conditions of Employment

1. Requires the ability to travel in the performance of duties, with overnight stays as appropriate.

2. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.

3. Requires the ability to pass a background check.

About the Agency

The Board is an independent agency created in 1970 by the Environmental Protection Act (Act). Under the Act, the Board has two major responsibilities: determining, defining, and implementing environmental control standards for the State of Illinois, and adjudicating complaints that allege non-criminal violations of the Act. The Board also reviews appeals arising from permitting and other determinations made by the Illinois Environmental Protection Agency (IEPA), as well as pollution control facility siting determinations made by units of local government.

The hours are 37.5 hours/week, flexible (including the potential for hybrid remote work), and includes ten (10) paid vacation days the first year of service and can ear up to twenty-five (25) paid vacation days annually, up to 13 paid holidays the first year of employment, and up to twelve (12) paid sick days annually.
