PEMEX Deer Park

is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. We seek a

Sr. IT Enterprise APM (Asset Performance Management) Business Analyst

to support the IT Enterprise Digital Solutions Manager to drive alignment between IT and the business, including working with a variety of teams leading activities and projects related to RBI (Risk Based Inspections), RCM (Reliability Cantered Maintenance), OTM (Operator Technical Monitoring), LTPTM (Long Term Proactive Technical Monitoring), RCA (Root Cause Analysis), and Predictive Analytics. You will be expected to find daily continuous improvement opportunities, including understanding their business processes, requirements, and use of each application. You will also assist in project planning, coordination with vendors, and follow-up on support efforts our remote support teams are giving. From a site perspective, you will link the business and our different IT teams, translating business needs into technical solutions. Additionally, you will establish best practices for IT applications at the site. As an ideal candidate, you must seek to understand the Refinery business, Oil and Gas practices and feel comfortable working in a Plant-type environment. Creativity and customer-centric attitudes are fundamental to this role.

To be successful, you must have:

Understanding of common applications used at a Refinery

·

Understanding of applications and processes where Value can be created

·

Strong technical abilities in application design, configuration, implementation, and support

·

Should have working knowledge of RBI (Risk Based Inspections), RCM (Reliability Centred Maintenance), OTM (Operator Technical Monitoring), LTPTM (Long Term Proactive Technical Monitoring), RCA (Root Cause Analysis), and Predictive Analytics

·

Understanding of standard business processes in a Refinery or the Oil & Gas industry

·

Understanding of key ‘pain points’ in typical IT Applications environment

·

Ease / Proficiency in understanding complex business processes and translating them into technical solutions.

·

Experience developing “how to use” type documents

·

Experience creating an applications inventory and portfolio

·

Team leadership skills: able to lead, communicate, and interact with offsite Support teams

·

Experience having worked in similar roles or environments

·

Comfortable working at a refinery or working in similar plant types.

·

Strong communication skills (written and verbal) among IT, digital, and business stakeholders

·

Comfortable in a multi-tasking type environment

Preferred Experience in the following software:

Operator Technical Monitoring (Intellatrac / Aveva – Mobile Operator)

Your responsibilities as the

Sr. IT Enterprise APM (Asset Performance Management) Business Analyst will include:

Stakeholder Management

Interacts with business stakeholders, their engagements/projects, understanding needs and / or requirements

Represents Health, Safety, Security, and Environmental team needs to be incorporated into the overall Enterprise Architecture

Handles and manages a portfolio of Applications within the mentioned Teams

Actively participate in Business and IT team discussions, bringing in best practices to and from the site

Value Generation & Protection

Maintain & support portfolio of Applications

Define when to purchase (OTS), use current application, or internal development.

Work with businesses to define and document business processes

Lead any new application projects, deployments, and enhancement

Contribute to the creation of knowledge-based articles used for Support

Lead the offsite Applications Support teams

Vendor management and engagement

Contract management, license management

Understand, plan, and deploy application upgrades/patches

Contribute to budget management for Applications – control spend

Definition/control of Application Support Desk KPIs

Define / Modify end-user service model – escalations, levels of service, feedback from end users

Contribute to IT communications – prepare and communicate for specific applications working with IT Operations lead

IT Policies and procedures – define, deploy, and enforce the correct use of applications.

Interact with all IT Teams – coordinating daily activities and projects
