General Description

The primary purpose of this role within the organization is to install, setup, troubleshoot and maintain the City's local and wide area networks and servers. The Network Administrator works independently, under limited supervision, reporting major activities through weekly meetings and progress reports.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working as a Network Administrator. Management may assign additional functions related to the type of work for this role as necessary.

Primary Duties and Functions:Address system failures and other tasks that affect critical operations or multiple users and resolve them to meet SLA standards;Data integrity and availability Maintain backup services for databases, applications and user files;Administer physical and virtual servers;Assign file and share permissions as needed;Support various system applications;Switch and Router administration, including interface configuration and routing protocols;Network Security:

Develop network access controls, monitoring and evaluation;Define network policies and procedures for establishing connections and setting firewalls.

Establish network specifications by conferring with users to determine needs; As well, by analyzing access, workflow and security requirements;Establish network enhancements by conferring with vendors and evaluating network performance for availability, utilization, throughput and latency;High use of Solarwinds to maintain network performance by performing network monitoring, log analysis and performance tuning;Configure alerts and reports in Solarwinds;Plan and execute the selection, installation, configuration, and testing of equipment;Troubleshoot network and server problems and confer with vendor support as soon as necessary;Life cycle tracking Track equipment and software updates, warranties and EOL;

Proactively update and replace programs and equipment;Perform firmware, application and operating system updates;

Diagnose, repair or replace failed equipment and servers;Perform server migration to virtual environment;Work with SAN and iSCSI environment;Microsoft Exchange administration in a Hybrid Environment with Office 365;Communicate work activity, completed tasks and performance data to the Director in weekly meetings/reports;Adjunct Duties and Responsibilities:

Respond to calls for service and to helpdesk requests as directed;Conduct training as needed;Attend professional meetings and education/training seminars;Manage mobile devices such as smartphones and tablets and laptops for service and troubleshooting;Documentation log performance activities, track trends, prepare reports and perform other administrative duties as required;Procurement;

Research product pricing and hardware/software requirements;Conduct in-person, telephone, and web meetings with current and potential vendors;Assist in purchase planning by submitting information for budgeting;Specifications development for Request for Purchase proposals;

Attend and actively participate in IT staff meetings, providing suggestions, feedback and updates about ongoing IT operations;Suggest ideas to make IT processes or systems more effective or more efficient;Complex Operations and Requirements:

Cisco switch and router configuration;Promote and demote domain controllers;Implement directory services;Ability to administer Office 365 and migrate users;Setup/maintain SQL databases and backups;Setup and manage file services;vSphere virtual machine management:Install, maintain and troubleshoot network infrastructure:

Terminate RJ-45 ethernet and RJ-11 phone cabling;Install and terminate punch-down panels;Install routers, switches and racks;Occasionally perform cable runs;

Create and maintain network diagrams;Create and manage virtual servers for various demands;Setup and management of complex enterprise wireless networks;Administer directory services such as Microsoft Active Directory, Managed Group Policy, DHCP and domain policies.Operate troubleshooting scanners such as lineman's handsets and network cable testersAddress network vulnerabilities and remediate;Maintain DFS environment and replication;Ability to acquire the Security + Certification within 6 months of employment; Training and voucher will be employee funded.Requirements and Impacts

Mathematical Requirements:

Must be competent with addition, subtraction, multiplication and division and know how to calculate ratios, rates and percentages;

Data Responsibility:

Collect, classify and store data in accordance with prescribed standards and regulations;Access data as needed to perform approved job functions but will not attempt unauthorized access or provide unauthorized access to City of Charleston information;Must regard City of Charleston digital information as a valuable asset owned by the organization;Asset Management:

Asset Responsibility includes the tracking of both deployed/assigned equipment and internal office equipment and tools.

Must have the knowledge of how to use spreadsheets, device management software and inventory management applications to manage IT assets;Must be able to identify end of life cycles for various devices and software applications;Impact of Errors:

Although mistakes occur from time to time, some errors associated with this role can be very serious. It is of great importance that the Network Administrator exercise good judgement when making changes or taking action that could possibly impact the operations or reputation of the organization.

Physical Demands:

This position involves long periods of sustained computer screen viewing and keyboard operations;Sedentary and mobile work that involves walking or standing;Occasional assignments require lifting and carrying up to 60 pounds;Occasional assignments require climbing ladders;Occasional assignments require working in confined spaces;Equipment Usage:

Computers, cell phones and other mobile devices;Testers/meters, power tools, crimpers and other hand tools;City vehicles (including pickup trucks) on public streets and highways;Possible Hazards:

Although the City of Charleston strives to provide a safe clean work environment for its employees, there are some known risks inherent to the Network Administrator role.

This position involves long periods of sustained computer screen viewing and keyboard operations which is known to be associated with repetitive strain injuries.Some work must be completed in dirty environments with high levels of dust. This could be a problem for those suffering from breathing complications or allergies.Occasionally, assignments may include working around or near high-voltage panels and circuits;Occasionally, assignments may require accessing areas high enough that falling could cause injurySafety of Others:

Information gathered from such meetings must be properly recalled and conveyed as necessary;Must have the ability to read and comprehend policies, procedures, manuals and professional documents and be competent in translating such readings into tasks, projects and problem resolutions;Compose routine and specialized reports, forms, and business letters, with proper format and grammar;

Minimum Education and Experience Requirements:

Bachelor's degree in computer science or related field preferred;High school graduation or GED equivalent;At least two years confirmed network experience in an enterprise settingSpecial Certifications and Licenses:

Qualified candidates must have one or more of the following:Network +, CCNA, or equivalent;Security +;MCSE or equivalent;CCNP or equivalent;VMWARE VCPProof of all declared certifications is required

Additional Qualification Requirements:

Candidates must possess a valid West Virginia driver's license;Candidates must pass a criminal background check;Must have the ability to provide documentation verifying legal work status;Ability to read and speak the English language proficiently in order to communicate and interact with others; to understand and interpret safety instructions; and to respond to internal and external inquiries;Ability to understand and comply with City and departmental guidelines, policies, procedures and expectations
