Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Information Technology Services area of the agency. To be successful the candidate must model the GLO's competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency. The successful candidate will be an integral part of the GLO's Information Technology Services team.

Performs advanced (senior-level) project management work. Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May direct, assign, and evaluate the work of project staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Directs, develops, and evaluates technology projects using accepted project management methodologies. Develops and maintains project schedules, work plans, resource requirements, and projections.Develops and implements communication plans to project team, stakeholders, management, vendors, and agency leadership. Compiles and distributes project information, project status reports, meeting summaries, and project budget expenditures.Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.Creates documentation procedures to capture and manage changes in original project plan. Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.

Qualifications:

Minimum Qualifications

Graduation from an accredited four-year college or university.

Experience and education may be substituted for one another.

Eight (8) years of experience as a Project Manager in an Information Technology setting.

Experience developing and presenting project artifacts across all levels of stakeholders, including executive-level staff.

Applicants selected for an interview will be asked to provide a writing sample.

Preferred Qualifications

Ten (10) years experience as a Project Manager in an Information Technology setting.

Experience writing statements of work, contracts, or solicitations for technology projects.

Experience with State of Texas purchasing, contracting, and vendor engagement and management.

Project Management Professional (PMP) certification.

Knowledge, Skills, and Abilities

• Advanced project management skills in the areas of scope, schedule, quality, risk, resources, and budget management.

• Knowledge of project management principles and Agile delivery practices.

• Ability to negotiate and build consensus in diverse teams utilizing best-practices in negotiation and conflict resolution.

• Knowledge of the software development lifecycle (SDLC).

• Ability to establish project goals and objectives, and to manage advance complex initiatives with independent judgment including addressing changes in project scope, resources, and budget.

• Skilled in synthesizing, analyzing, and evaluating highly complicated and technical information and translate it easily understandable and concise documents and oral presentations for agency executives, elected officials, and the public.

• Ability to apply independent judgment in making critical decisions.

• Ability to lead and work cooperatively in a team environment.

• Advanced Microsoft Office skills, particularly with Word, Excel, PowerPoint, MS Project, Visio, SharePoint, and MS Teams.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
