Position OverviewDesigns, implements, and operates data management systems for intelligence needs. Designs how data will be stored, accessed, used, integrated, and managed by different data regimes and digital systems. Works with data users to determine, create, and populate optimal data architectures, structures, and systems. Plans, designs, and optimizes data throughput and query performance. Participates in the selection of backend database technologies (e.g. SQL, NoSQL, HPC, etc.), their configuration and utilization, and the optimization of the full data pipeline infrastructure to support the actual content, volume, ETL, and periodicity of data to support the intended kinds of queries and analysis to match expected responsiveness.Functions and Key Tasks

Exploit data and execute in-depth data discovery to present technical findings in graphical, visual, written of verbal narrative products to support decision makingDevelop recommendations to best manage, exploit and analyze data given the current systems and constraints.Employ data mining and exploitation techniques with advanced data processing, mathematics, information science, machine earning, network science, probability models to examine large, dynamic data sets for actionable information and correlate complex, technical findingsConduct data engineering, data warehousing, compression , data protection. or other techniques on intelligence data and leverage other Intelligence enterprise data sources.Perform statistical analysis, mining techniques and build accurate prediction systemsDesign, implement and operate data management systems for intelligence needs.Design data storage, access and retrieval system and their overall managementWork with data users to create, and populate optimal data architectures and systems.Implement means to optimizes data throughput and query performance.Participate selecting database structure and technologies or types (e.g. SQL, NoSQL. HPC, etc).Design and build web prototypesLead continuous improvement efforts for data visualization to support Intelligence Mission Management functions.Conduct scalable data research of internal and external sources to support various collection management and collection assessment processes.Develop automated processes to efficiently integrating various datasets, along with data conditioning of non-standard datasets to support collection managementWork in partnership with data scientists and knowledge managers to identify deficiencies, and develop improvements to facilitate new automation solutionsEvaluate data management capabilities and recommend solutions to support the Tasking. Collection, and Production, Exploitation, and Dissemination process.Perform systems analysis and feasibility studies to define concepts and design specification for new or existing databases and content management solutions.Participate in meeting or briefings to provide advice and apply data management expertise to solve issues across the TDPED process.

Qualifications:

Clearance: TS- Required with SCI elibitilityDesired Experience: Minimum 12 years of experience related to computer science tasks and experience with at least a portion of the experience within the last 2 years.Desired Education: Master's Degree in an area related computer science or other similar technical area from an accredited college or university:Bachelor's degree related to computer science or other similar technical area from an accredited college or university along with an additional 5 years of related experience, for a total of 17 years, in substitution for a Master's degree.Proven skills in data visualization and use of graphical applications, including Microsoft Office (Power BI) and TableauWorking familiarity with major data science languages, such as R and PythonExperience merging disparate data sources, preferably through R, Python, or SQLMust have prior experience with large data multi-INT analytics, ML, and automated predictive analytics tools.Ability to work independently and with minimal oversight.Proven skills and tools usage to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.Able to communicate complex issues both verbally and non-verballyCompetent in developing structured research while obtaining, evaluating, organizing, and maintaining information within security and data protocols.Comprehensive mission knowledge and skills that affirms experiences to fully execute the tasks involved with data management for multi-INT operations, data analytics and related skillsAbility to communicate comprehension and understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced.Able to structure analytical questions or address a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.Proven skills to work collaboratively with other IC members on information sharing, data analysis, data products, driving collection, or addressing analytic differencesExperienced in guiding teams researching multifaceted, technical or critical problems.
