Primary Purpose

Perform detailed technical, professional and administrative work to support and maintain numerous SQL data bases and servers being used for the enterprise resource planning (ERP) systems and the Tax system. ERP systems include finance, payroll, central permitting and water utilities. Tax system includes listing, billing, collections and reappraisal. These are vendor provided solutions. Duties may include, but not be limited to, SQL programming, creating and maintaining reports, server and database maintenance, database creation and database analysis. The position will contribute to the IT team decision-making process related to data and database management while staying current with technology and best practices. This position will work closely with the Systems Administrator, Network Analyst, Assistant IT Director and various Department Heads and supervisors. The position will report to the IT Director, or their designee.

Essential Functions

Possess the ability to understand county applications and modules and how they integrate. Possess the ability to install and configure new instances of SQL Server and associated data bases. Performs updates and/or hotfixes to SQL server/database environments. Possess the ability to tune SQL parameters which affect data access, response times and integrity. Performs the design, programming, implementation and maintenance of new and existing reports in a MS SQL server environment. Creates and maintain SQL, T-SQL and SSRS code to produce electronic or printed reports. Creates and maintain Microsoft Power BI reports and Microsoft PowerApps Reads and understands data dictionaries and complex database structures. Possess the ability to design, create, maintain and support new SQL databases as needed. Must be able to work with team members and work independently. Possess good verbal and written communication skills. Be part of the IT 24/7 On-Call Team for problem resolution. Assists with the Emergency Operations Center (EOC) as needed.

Minimum Education and Experience

Bachelor's degree in computer information systems, computer science, business administration with major course work involving SQL databases and related programs associated with such, or related field and considerable systems analysis experience utilizing SQL databases and the programs and tools to maintain SQL databases. Preferred candidates would have training and experience involving Microsoft Excel, Power BI, Power Apps, SQL and SSRS, along with a knowledge of Crystal Reports. Tyler ERP systems experience would be beneficial.

Possession of a valid North Carolina driver's license. Satisfactory background checks thru local, state and federal agencies, as this position will be part of the IT group, which is exposed to CJIS, HIPPA, PHI and confidential data. This will also involve being fingerprinted through our County Sheriff's Office.

Thorough knowledge of capabilities and limitations of information systems, computers and related peripheral equipment. Ability to write simple SQL queries to extract, calculate or manipulate data into usable information thru the use of SQL languages, triggers, stored procedures and other SQL programming methods. Ability to create and maintain SQL, T-SQL and SSRS code. Working knowledge of computer relational databases. Ability to analyze technical data and write clear and concise instructions or reports. Ability to develop and maintain effective working relationships with employees, supervisors, managers, vendors, professional computer specialists and the general public. Ability to follow oral, technical and written instructions.

Life Insurance and AD&DCraven County provides eligible employees with $10,000 life insurance and accidental dealth and dismemberment coverage through OneAmerica AUL. Employees have the option to purchase additional coverage and/or dependent coverage at their own expense.

Disability InsuranceCraven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost.

North Carolina Local Governmental Employees' Retirement SystemEligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

NC401kCraven County contributes 2% of eligible employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 3%.

Annual LeaveRegular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave.

Less than two years of service earns 10 days per year.

Two but less than five years of service earns 12 days per year.

Five but less than 10 years of service earns 15 days per year.

10 but less than 20 years of service earns 18 days per year.

20 or more years of service earns 20 days per year.

Sick LeaveRegular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina.

Paid HolidaysCounty employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary.

LongevityEligible employees earn $200 in longevity after five years of service by October 31 of the qualifying year. Longevity benefits increase $25 per year up to a maximum of $1,000.

Merit ProgramCraven County offers a merit program. Up to 56% of eligible employees may receive a performance-based merit increase each year.
