INTRODUCTIONThe Illinois Municipal Retirement Fund (IMRF) provides death, disability, and pension retirement benefits to employees of local governments and school districts in Illinois (with the exception of the City of Chicago and Cook County). SUMMARYThis position provides the Finance Department with an elevated level of expertise regarding all business solution systems. This position functions as the primary user contact for the Finance Department regarding the Horizon Project, Horizon Admin Portal, Horizon Ariel Payroll, Horizon CRM, Horizon Partner Portal, PC software, and telephones. This position is responsible for coordinating and conducting Horizon User Acceptance Testing (UAT), technical training and procedure documentation as well as conducting Quality Assurance reviews to determine compliance with established goals. This position will attend and participate in the line of business (Horizon) meetings as well as all new software projects. This position helps ensure that department staff can fully utilize the capabilities of all available technology to assist them in efficiently performing their jobs. The assignments given to the individual as the Business Solution Analyst will differ depending on the needs of the department.

ESSENTIAL DUTIES AND RESPONSIBILITIESSupport the Finance Core Business Process team and Finance Business Process Owner (BPO) in successfully implementing the Horizon Project business solutions in the Finance Department. The scope of this support is outlined in the following bullet points:

Prepare for Hot fixes and future releases of the Horizon software.Prepare for Horizon Project meetings, and actively participate and contribute to the success of these meetings.Prepare and maintain all necessary documentation for successfully implementing the Finance Department's internal procedures using the Horizon solution, working closely with the system trainers and testers; provide written documentation of changes to any system used by the staff.Assist with developing written materials for the Procedure and System manuals.Conduct or arrange for all systems training for Finance staff.Be the voice of the department for coordinating changes and requests for modifications for the entire department.

Support all software projects including but not limited to the Horizon SystemLead all systems testing for all areas in the Finance Department in conjunction with the Comptroller, Treasury and Control Unit Supervisors.Liaison with Operations Analyst to provide backup support and to ensure systems support the department's needs.Monitor and facilitate the maintenance of the line of business system (Horizon) that impacts Finance acting as a liaison with Information Services.Maintain a thorough understanding of the operations of the Finance Department's units to ensure the ability to support all areas.Act as liaison between Finance and other departments in situations that impact the Finance department.Conduct level of quality analysis (QA) reviews in the identified areas of risk within the department to determine compliance with established goals and standards. Prepare written reports of results for department leadership.Perform verification approvals at a secondary level of Horizon workflows for Finance staff in Horizon system as needed.Provide the CFO, Comptroller, Control Supervisor, and Treasury Supervisor input regarding how effectively each employee understands/utilizes the systems available.Assist the Finance staff in resolving difficult processing issues; provide feedback to staff to assist them in developing the skills needed to resolve more complex issues.Provide technical support and guidance to the whole Finance department.Review and report any complex problems that may need to be escalated to CFO and Comptroller.Maintain current knowledge of the operation of all other departments in IMRF as it relates to Finance operations.Other duties and special projects may be assigned.

SUPERVISORY RESPONSIBILITIESThis job has no formal supervisory responsibilities. However, this position is required to provide day-to-day guidance and leadership to the Finance department in regard to software including but not limited to Horizon. This position may do workload reassignments as needed. This position will be asked to provide input to management staff regarding training needs, policy, and procedure revisions.

EDUCATION and/or EXPERIENCEBachelor's Degree and 4 years of IMRF work-related experience affording a working knowledge across unit/department lines and across Horizon subsystems and other IMRF online systems;ORAssociate's degree or 60 college credits, Business-related major preferred (a PLUS) and with 4 years of IMRF work-related experience, affording a working knowledge across unit/department lines and across Finance subsystems, Horizon and other IMRF online systems. Finance department processing experience is preferred;ORSeven years progressive experience in user systems development, project management and system testing. Finance processing experience is preferred.
