The Associate Vice President for Human Resources and Culture (AVP, HRC) will lead the HR department through the implementation of our college strategic plan, ensuring principles of EDI are prioritized and reflected in our human resources programs, practices, and policies.

Under the direction of the College President and as a key member of the Executive Team, The Associate Vice President for Human Resources & Culture is a people-centric leader responsible for working collaboratively with senior leaders to develop and implement a human resources agenda that supports the College’s mission and strategic plan. This role will be responsible for all Human Resources related matters and function as a key partner who aligns cross-functional goals and objectives, builds successful collaborations, and delivers on commitments.

ESSENTIAL FUNCTIONS

Serve as the primary advisor and strategic partner to the President and the Executive Team in all matters related to Human Resources.

Lead, coach, and develop a team of HR professionals responsible for the college’s HR Service delivery programs which include talent management/acquisition, labor and employee relations, training and development, performance management, benefits and compensation, succession planning, employee communications and the College’s Human Resources Management System (ctcLink).

Build and model a people-centric strategy that aligns with the mission and strategic plan of the College based on HR best practices. Leverages tools and technology to enable faculty & staff to do their best work, fosters an environment that promotes strong communication, and a change in mindsets in order to shift the workplace culture in a positive direction.

Partner with the College President, the AVP of EDI, and the leadership team to guide the evolution of a talent strategy lifecycle (recruitment, hiring, onboarding, retention) that supports a diverse, equitable and inclusive workplace where EDI competencies are embedded into the hiring process, criteria, evaluation of applicants, onboarding, and retention.

Facilitate cross functional teams to create, simplify and streamline processes and activities that prioritizes a culture of customer service, responsiveness, and culture of care. Leads the college through HR change management initiatives and college-wide employee communication strategies to ensure successful implementation and buy-in.

Direct the contract bargaining and management activities with the College’s four (4) bargaining units. Facilitate conflict resolution, advising, coaching and counseling on employment related issues and ensure collective bargaining agreements reflect the college’s commitment to EDI.

Accountable for HR performance and ensuring compliance with federal, state, and college policies and laws. Serves as the College’s Title IX Officer, EEO Officer and investigates complaints as necessary. Create new process improvements and controls (evaluations, professional development, exit interviews, employee retention data, required inclusive hiring practices training, etc).

Work closely with the leadership team to continuously evolve the employee experience through internal events, onboarding, communication, feedback mechanisms, and employee interactions.

Serve on appropriate committees and contributes to special projects as assigned.

QUALIFICATIONS

Minimum

Bachelor’s degree from an accredited college or university with an emphasis in human resources, public administration, business administration, or a related field.

A minimum of five (5) years of senior Human Resources experience in an organization of similar size and complexity, which demonstrates technical depth in the core areas of HR including talent management, employee relations, compensation, benefits, and organizational development.

Three (3) years of experience at a supervisory level.

Preferred

Experience working in a union environment, preferably in the public sector.

Advanced degree or JD.

Human resources management experience in higher education.

Advanced human resource certifications of SPHR, SHRM-SCP, CCP or CBP.

Additional Equity, Diversity, or Inclusion training or certifications; or significant work experience in organizations with strong EDI initiatives.

Demonstrative experience reviewing, revising, and applying inclusion, equity, and access lens to human resources policies, practices, programs, and processes.

Strong skills in problem solving and conflict resolution.

Exceptional interpersonal and communication skills with the ability to develop and maintain strong working partnerships across the college.

Proven ability to work effectively with racially, ethnically, and linguistically diverse staff and to foster a respectful and inclusive environment.

Demonstrates the ability to make effective and timely decisions while maintaining the highest levels of integrity and ethics.

Displays empathy, emotional intelligence and flexibility when relating to different audiences and situations.

Ability to develop and execute HR strategies aligned with the College’s mission and strategic plan.

Must be a seasoned and forward-thinking HR leader who can demonstrate thorough knowledge of current and best practices and emerging trends.

Demonstrates financial and organizational acumen and solves problems through systems thinking and shared governance.

Knowledge of employment and labor laws in Washington, including the rules and regulations of PERC (Public Employment Relations Commission).

Demonstrates the highest level of discretion and confidentiality in all matters relating to employees.

Instills accountability, delivers tough messages and possesses the ability to effectively lead change.

Ability to build credibility and trust in the organization through relationship building, following through on commitments and open communication.

This is a full-time, exempt position offering a competitive, annual salary of $144,500. Based on our comprehensive market analysis, this salary is highly competitive for our location, institutional size, and industry. The set salary also ensures transparency and demonstrates our commitment to attracting qualified candidates.
