We are seeking a Program Management Analyst to support our Patuxent River, MD customer. The Program Management Analyst will provide support across the Tomahawk Weapons System Program Office, PMA-280, and directly support the Advanced Concepts & Technologies (AC&T) and Integrated Test Team (ITT) Leads.

Functional Description:

The Program Management Analyst applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

Tasks in support of AC&T will include, but are not limited to:

Coordinate with AC&T, WCS, In-Service, MST, ITT and Missile Systems IPT Leads to compile requirements, Statements of Work and cost estimates for FY budgets and emergent requirements and communicate the funding requirements to the Army and Marine Corps sponsors.

Develop and manage funding plans based on scheduled contract actions and reimbursable funding needs at NAVAIR HQ, NAVSEA HQ WNY, NAWCAD, NAWCWD, NSWC Dahlgren, NSWC Port Hueneme and NUWC Newport.

Coordinate with MRC and LRF financial managers to prioritize funding requirements and request funds per the funding plan.

Coordinate with BFMs at NAVAIR HQ, NAVSEA HQ WNY, NAWCAD, NAWCWD, NSWC Dahlgren, NSWC Port Hueneme and NUWC Newport to execute (provide necessary documentation for the acceptance and obligation of) Other Customer Funds (OCF) to include Reimbursable, Direct Cite, CSS, Development and Procurement Contracts.

Update MRC and LRF funding requirements in CSPT.

Update MRC and LRF spend plans with current obligations and expenditures for measuring to OSD benchmarks.

Update MRC and LRF financial charts for monthly AC&T and Missile Systems PMRs.

Attend weekly meetings with AC&T, WCS and Missile Systems to assist with aspects of funding as related to Program schedule and performance.

Attend bi-weekly meetings with MRC and LRF to assist with aspects of funding as related to Program schedule and performance.

Answer MRC and LRF data calls related to obligation and expenditure of funds.

Manage obligation and expenditure of funds provided for NAWCAD support.

Tasks in support of ITT will include, but are not limited to:

Coordinate with ITT SMEs at NAWCAD, NAWCWD, NSWC Dahlgren, NSWC Port Hueneme, NUWC Newport and COTF to develop Statements of Work, flight test cost estimates and compile ITT requirements for FY budgets and emergent requirements.

Send flight test cost estimates to the sponsors of scheduled flight tests.

Verify the planning of flight test funds in CSPT and request funds per the flight test schedule.

Update AMS with FY budgets and emergent requirements at NAWCAD.

Coordinate with BFMs at NAWCAD, NAWCWD, NSWC Dahlgren, NSWC Port Hueneme, NUWC Newport and COTF to prioritize funding requirements and request funds per the funding plan.

Attend a weekly meeting with ITT Leadership to assist with aspects of funding as related to Program schedule and performance.

Manage obligation and expenditure of funds provided for NAWCAD support.

EDUCATION:

BA/BS degree OR an AA/AS plus 4 years’ additional work experience may be substituted for a BA/BS OR 6 years’ additional work experience may be substituted for a BA/BS.

EXPERIENCE:

3 to 10 years of experience performing duties described in the functional description and task list.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
