Summary This PROGRAM MANAGER (DEPUTY MISSION SUPPORT OFFICER) position, is located at an Air National Guard aviation base, which located on, and is a tenant of a United States Air Force base, or other service base and is part of the CA 146 AW. Responsibilities THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the PROGRAM MANAGER (DEPUTY MISSION SUPPORT OFFICER), GS-0340-13, is to serve as the tenant base Mission Support Group Commander, with a working knowledge of, and responsibility for directing some, but not the full complement of infrastructure operations of an aviation base. The host base provides significant base services. Managed operations may include civil engineering, personnel, command, control, communications and computer systems (C4), logistics plans, programs and readiness, security forces, base services, and other support base functions per agreement with the host base. The position has responsibility for directing and managing Mission Support programs and operations in support of the aviation wing and assigned geographically separated units. Serviced personnel include Military Technicians, Active Guard/Reserve personnel, Traditional Guard members, Non-Dual Status Technicians, employees of tenant organizations, state employees, and contract personnel. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment). Military Grades: O-4 (promotable) or O-5 Recruitment/Relocation Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Qualifications General Experience: Possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. PROGRAM MANAGER (DEPUTY MISSION SUPPORT OFFICER), GS-0340-13: ???????Must have at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures; Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.
