The candidate must reference their ability and experience working in a Department of Defense (DoD) customer environment and effective integration with a government multi-contractor team.
The Inside/OSP Manager oversees all aspects of the inside and outside plant infrastructure, ensuring the operational integrity, maintenance, and expansion of the telecommunications infrastructure within the Pentagon, NCR, and outlying locations. This includes managing a team of contractors and coordinating with government and commercial entities to meet and exceed operational requirements.Roles and Responsibilities:Lead installation activities, including operation, maintenance, and engineering of cable trays, copper, coax, fiber optics, and all associated elements.
Ensure maintenance and cleanliness of Telecommunication Rooms (TRs) across approximately 1800-1900 TRs.
Conduct on-site surveys and provide bi-weekly reports on survey results and plans.
Develop and implement maintenance plans and ensure compliance with ANSI/TIA/EIA 568 Standards.
Use ticketing systems for tracking installation, surveys, moves, adds, and changes.
Provide workforce and support for decommissioning and quality assurance before equipment/installation release.
Oversee the maintenance, coordination, and management of JSP-offered services for all OSP infrastructure, including manholes and handholes.
Interact with vendors and officials on construction plans, OSP feasibility studies, and permit processing.
Ensure OSP infrastructure is surveyed, maintained, and compliant with industry standards.
Develop and perform tickets for OSP incidents and manage emergency restoration services as required.
Ensure all work complies with BICSI guidelines, local JSP standards, and safety guidelines.
Maintain up-to-date knowledge and compliance with ISP and OSP infrastructure industry standards.
Provide detailed and timely reports, including survey reports, incident reports, immediate restoration plans, customer notification messages, after-action review reports, and outside plant infrastructure impact reports.
Ensure accurate records and documentation for all installations and maintenance activities.
Lead and manage a team of inside and outside plant personnel, ensuring efficient and effective performance.
Participate in Passive Infrastructure Review Board meetings and contribute to the validation of backbone cabling requirements.Qualifications/Experience:Active TS/SCI Clearance
3+ years of relevant experience
Must have proof of current or the ability to attain Outside Plant (OSP) Confined Space Training
Extensive experience managing inside and outside plant infrastructure within large, complex organizations or government entities.
In-depth knowledge of ANSI/TIA/EIA standards, BICSI guidelines, and industry best practices for cable and infrastructure management.
Education/Certifications:Bachelor's Degree in a related field (required)
Registered Communications Distribution Designer Certification (required)
