WHO WE'RE LOOKING FOR
The Program Manager Rail Fleet Services reports directly to the Director, Rail Operations. This position is responsible for conducting management oversight of the Capital Metro contractors responsible for operating and maintaining the Authority's revenue and non-revenue rail vehicles and rail vehicle maintenance facilities and the contractors / organizations responsible for operating freight and excursion trains on the Capital Metro Railroad. This position works under minimal supervision with extensive latitude for use of initiative and independent judgment.
Responsibilities
WHAT YOU'LL BE DOING
Note: The duties and primary responsibilities below are intended to describe the general content of and requirements of this job and are not intended to be an exhaustive statement of duties.Serves as the Program Manager for rail vehicle engineering, procurement and maintenance contracts for rail vehicle systems and subsystems including but not limited to power generation, propulsion, braking, suspension, low voltage supply and distribution, heating, ventilation, air conditioning, on board train control, data recording, data reception, data transmission and storage, video, system and the rail maintenance facility.Provides internal and external project management and subject matter expert support.Manage and oversee the development and implementation of a comprehensive program for the commissioning of new rail vehicles and rehabilitation of existing rail vehicles.Manage and oversee commissioning services and rehabilitation of rail vehicle systems, subsystems and the rail maintenance facility.Ensures that rail vehicle systems and subsystems are designed, manufactured, installed, modified and tested in accordance with all applicable regulations including but not limited to Federal Railroad Administration (FRA), Federal Transportation Administration (FTA) and Texas Department of Transportation (TXDOT) ensure a safe reliable rail vehicle operation and maintenance.Ensures that new and modified rail vehicle systems and subsystems are not impacted by nor impact other rail systems and subsystem electromagnetic interference.Ensure compliance and timely and accurate reporting with FRA and TXDOT and all other applicable regulations.Monitors contractor compliance with all applicable federal, state and municipal regulations.Serve as a resource and liaison, and attend internal/external meetings, including the FRA, FTA, TXDOT and other rail oversight and regulatory agencies at the municipal, state and federal levels.Manage the rail vehicle preventive maintenance programs: evaluate and improve effectiveness; develop policy; manage contracts; conduct cost analysis; prepare reports, specifications, plans, construction schedules, environmental impact studies, and project designs.Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.Perform other duties as required and/or assigned.Qualifications
WHAT YOU BRING
Bachelor's degree in, Engineering, Transportation or related field. Related experience may be substituted for educational requirements on a year for year basis.Knowledge of TXDOT, FRA, and APTA rules and regulations is preferred.Seven (7) years of increasingly responsible management experience in rail vehicle or locomotive maintenance.Experience must include five (5) years directing staff in passenger rail vehicle maintenance operations functions.Five (5) years in project management of rail transit or railroad vehicle maintenance transportation is preferred.Knowledge, Skills, and Abilities
Comprehensive knowledge of railroad or rail transit operations and rail vehicle operation and maintenance, project management techniques, employment and labor law.Knowledge of rail vehicle systems and subsystemsAbility to troubleshoot rail vehicle systems and subsystemsEffective oral and written communication skills and the ability to establish and maintain effective working relations with employees, senior management, board members, regulatory authorities, and the public.High level of analytical and creative skills and the ability to find solutions to complex interpersonal, professional technical and administrative problems.High level of analytical and creative ability to find solutions to complex legal, financial, interpersonal, professional, and technical problems.Exceptional interpersonal skills to communicate effectively and sensitively with all levels of supervisory and non-supervisory employees, a politically, economically, and culturally diverse workforceAbility to operate Capital Metro's non-revenue vehicles as required.Knowledge of commuter and freight locomotive, Diesel Multiple Unit (DMU,) passenger and freight car operation and maintenance regulations and procedures.Ability to effectively work as a team player.Demonstrated ability as a self-starter, responsive to organizational needs, committed to excellence and continual employee development.WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must have the ability to stand, walk and travel 90% throughout the workday. This position will need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, to meet the department's needs. Must be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position may require work beyond a normal forty-hour weekly schedule.
