Heavy Civil Estimator

J Severino Construction is currently in search of a skilled Heavy Civil Estimator/Project Manager to supervise and oversee a variety of construction projects. The ideal candidate should possess a high level of expertise in project coordination, construction management, project scheduling, and construction estimating.

Position Description: The role involves preparing civil estimates by conducting take-offs, gathering proposals, plans, specifications, and related documents. This includes identifying labor, material, and time requirements through a thorough analysis of proposals, plans, specifications, and related documents. Additionally, the candidate will be responsible for computing costs by examining labor, material, subcontractor, vendor, and time requirements. As needed, the individual will also perform Civil Project Management duties to support the management of site projects, which includes obtaining permits, project buyout, issuing subcontracts, creating schedules, and procuring site materials.

 

Estimating

  • Conduct detailed material Take-Offs for all Civil projects and provide them to subcontractors during the bidding process.
  • Generate earthwork cut/fill reports using Insight or similar software.
  • Solicit quotes from subcontractors for projects to prepare accurate estimates.
  • Thoroughly review prospective projects, including a detailed examination of plans and specifications, to prepare takeoffs and compile a list of necessary materials for construction.
  • Create a bid book for each project.
  • Develop detailed Estimates using Heavy Bid.
  • Prepare a Proposal draft, including qualifications and exclusions, for team review before submission.

Project Bid Processing

  • Record incoming project bid plans.
  • Attend pre-bid meetings, bid openings, and other relevant events.
  • Conduct an initial review of project plans with the team.
  • Distribute Bid Documents to Subcontractors and prepare and send ITBs.
  • Engage with Subcontractors to address questions and provide clarifications.
  • Gather information about the proposed project's location.

Project Document Handling

  • Organize subcontractor quotes in the Project Bid Folder.
  • Scan project plans as necessary.
  • Save and print plans received in digital format.
  • Maintain the Project Bid Folder, which includes bid instructions, locality information, subcontractor quotes, and more.
  • Create job-specific bid forms as required.

Preparing Bid Proposals

  • Develop detailed Estimates using Heavy Bid.
  • Generate and distribute RFIs as needed.
  • Prepare a Proposal draft, including qualifications and exclusions, for review by the Project Manager/team before submission.
  • Submit all bids/proposals.

Subcontracting

  • Assist with project buyout as directed and prepare and issue Subcontracts.
  • Prepare and issue Subcontract Change Orders.

Change Order Coordination

  • Support the Project Manager throughout the project by estimating and preparing change orders, including soliciting sub quotes as needed.
  • Receive detailed explanations and initiate the process for Change Orders.
  • Assist in preparing Change orders for the client and obtain necessary backup documents.
  • Upon client approval, issue change orders to subcontractors.

 

Additional Duties

  • Assist in obtaining submittal information/shop drawings as required and submit them to the client.
  • Secure Site Permits as necessary.
  • Procure materials for on-site projects as directed.
  • Actively participate in pre-construction activities.
  • Create project schedules as needed.
  • Track and submit information/product data/samples as requested.
  • Utilize MS Office tools, including MS Excel, Word, and Project.
  • Be familiar with all other office equipment.

Qualifications:

  • Minimum of 2 years of sales/estimating experience.
  • Proficiency in Microsoft Office, Word, and Excel.
  • Excellent verbal, written communication, and analytical skills are essential.
  • Strong organizational and time management skills.
  • Extensive knowledge of project coordination and scheduling.
  • Proficient in construction estimating techniques.
  • Familiarity with software such as MS Project, HeavyBid, HeavyJob, Bluebeam, and ProCore.
