This position is responsible for developing, administering, monitoring and overseeing all Bank Compliance programs, including BSA, AML, Fraud and Privacy. The purpose of this position is to ensure that the Bank is in compliance with federal, state and local laws, regulations and rules governing all areas of the Bank including but not limited to Operations, Lending, Marketing, IT, Deposits, and BSA Compliance promulgated by various regulatory agencies. The Compliance Manager serves as Community Reinvestment Act (CRA) Officer, responsible for administering and monitoring the Bank’s CRA program and CRA performance, and the Bank’s Privacy Officer, responsible for administering and monitoring the Bank’s privacy program.

Essential Job Functions:

Develops, administers, monitors, and oversees the company compliance programs and projects to ensure compliance with federal, state and local laws, regulations, and rules governing all areas of the Bank including but not limited to Operations, Lending, Marketing, IT, and Deposits.

Oversees Compliance and BSA/AML programs, ensuring that there are sufficient internal controls, policies, procedures and risk assessments.

Manages a risk based internal compliance monitoring program and maintains risk assessments of compliance regulations impacting the Bank.

Oversees all functional areas with respect to fraud and suspicious activity investigations. Makes final decisions on possible suspicious activity for reporting to the FinCEN and Board of Directors.

Coordinates regulatory exams and other compliance examinations, acts as liaison with regulators during compliance examinations and collaborates with Audit for compliance related audits.

Provides Bank management with information to accurately determine the Bank’s extent of compliance, including emerging risks inside and outside the Bank.

Acts as an advisor in new product/service development to ensure that compliance risks are identified and addressed.

Responsible for Bank regulatory reporting on HMDA, CRA and other related compliance topics.

Monitors business activities, procedures and documentation for compliance with banking regulations.

Ombudsman for the complaint tracking process.

Research compliance laws and regulations and provides guidance to bank management.

Reviews all projects for Compliance Risks prior to submission to Project Working Group (PWG2.0).

Manage the controls and recordkeeping required to evidence the organization’s regulatory reporting requirements.

Responsible for compliance/risk training and the establishment of a regular training schedule for management, and staff and the periodic assessment of employee knowledge and comprehension of compliance topics.

Serve as Community Reinvestment Act (CRA) Officer. Administer and monitor the Company's CRA program and performance. Report on the CRA program to the Company's Board of Directors and various federal and state regulatory agencies.

Serves as the Privacy Officer. Administers and monitors the Bank’s Privacy Program and performance.

Responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems within department.

Carries out supervisory responsibilities in accordance with the Bank's policies and applicable laws.

Job Skill Level/Additional Requirements:

Deep understanding of banking laws and regulations with applied experience in bank compliance.

Must possess strong written and verbal communication skills.

Ability to write and implement new or revised compliance policies, procedures and risk assessments.

Ten years of financial institution compliance experience or equivalent.

Ability to manage, coach, and train subordinates within the department.

Must be able to carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Ability to manage several projects concurrently and to communicate effectively with all levels of the organization.

Knowledge of consumer regulatory and other bank regulatory compliance.

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

Ability to write speeches and articles for publication that conform to prescribed style and format.

Ability to effectively present information to top management, public groups, and/or boards of directors.

Professional / Educational Requirements:

Minimum of 10 years related experience in related field. Banking/Finance industry experience preferred.

BA/BS degree or equivalent in Finance, Business or related degree.

The hiring pay range for this position is $152,637 to $232,972. In addition to the pay range listed, all bank positions are eligible for incentive compensation, which varies based on role. The pay rate for a successful applicant depends on a variety of factors including but not limited to geographic location, work experience, education, and/or skill level.
