The location of this position will be Dulles, VA . The Director of GSC will report directly to the GSC Division Director for TSS and will serve as a key member of the GSC division leadership team focused on GSC Program Execution. The Director will be responsible for providing efficient and innovative strategic sourcing, material management, and supplier performance activities that deliver program execution and enable the sector to achieve financial and non-financial commitments to shareholders, customers and employees.The selected candidate will be a high performing, experienced supply chain leader who is goal-oriented and well equipped to partner with a wide range of internal and external stakeholders to support corporate, sector, and division objectives, including program performance and business growth. To do this, they will leverage a solid understanding of the Northrop Grumman supply chain and be knowledgeable in the engineering, contracts, manufacturing, information technology, and mission excellence areas and how they impact delivery of supply chain materials and services. The selected candidate will have a proven ability to engage with suppliers to resolve schedule and quality issues, contracts, negotiate pricing, etc.Roles and Responsibilities:This role will be responsible for functional management and strong leadership of GSC Program Execution across the Tactical Space Systems Division with 80+ employees. Responsible and accountable for the strategy, planning, and execution of all material and services content for the division. Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. Leads Supply Chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, subcontractor and supplier performance, and supply chain RTGs/issue resolution. Ensures supplier relationships are robust and technical requirements are well defined in support of program needs and suppliers perform to contract requirements. Identifies needed actions to address any supplier performance issues and ensure recovery. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance. This leader will deliver business value with speed, flexibility and agility.As a GSC functional leader, this role is responsible for executing organizational hiring to the established requisition placement, recruiting, candidate interview, and offer placement processes planning in coordination with HR and as required to support business need, and further organizing, and assigning all resources, ensuring they are well matched (knowledge/skills/experience) to their assigned duties. Helps to assure total internal and external customer satisfaction by reviewing the performance of all assigned resources and assessing the ability of assigned teams to achieve quality, cost and schedule goals. Will establish and provide all personnel continuous training opportunities for knowledge developments and skills honing. Assess assigned team requirements and skills/training gaps, working with individuals/teams to establish skills/training plan and maintains a training matrix across the varied training/skills topics. Coordinate with Division GSC leadership on all annual budgetary needs (staff, tools, training, interns, etc.) for the organization, ensuring adequate budgets are provided and driving performance to meet financial commitments and utilization rates. Conducting performance reviews within the HR process and in a timely manner, with adequate opportunity for employee feedback & development action.Basic Qualifications:Bachelor's degree in Business, Engineering, or related field with a minimum of 10 years of applicable experience in supply chain, business management, manufacturing, engineering or other related experience. Or, Master's degree with a minimum of 8+years of applicable experience in supply chain, business management, engineering or other related experience.

Minimum of 5 years of supervisory experience and direct experience working with Program Execution, including capture teams in developing executable and compliant GSC strategies, supplier performance and risk management and material planning.

Demonstrated strong leadership and people management skills with the ability to model and promote a strong sense of engagement, teamwork and cooperation.

Well versed in federal acquisition regulations, FAR, DFARS, ITAR and other regulatory requirements.

Ability to lead and influence internal and external customers.

Must be able to obtain and maintain TS security clearance. US Citizenship is a prerequisite.

Preferred Qualifications:Experience Managing Managers.

Significant experience in managing a broad range of suppliers and subcontractors including providers of complex components/assemblies, services, and commodities.

Experience with Space and programs in support of Department of Defense Customers.

EVMS or Cost Account Management certification / experience.

Advanced education and evidence of professional development (e.g., CPPM, C.P.M, CSCP, JD, etc.).

Training and/or accreditation in some combination of Agile, Continuous Improvement, Lean, or Six Sigma Black belt.

Experience with a broad range of supply chain issues including risk management, terms and conditions, negotiations, contract types (fixed price and cost type), and post award management.

Knowledge and application of supply chain best practices and continuous improvement activities.

Strong communication skills with the ability to lead, influence, and collaborate with a diverse set of stakeholders.

Proficiency using MS Office applications (Word, Excel, PowerPoint).

Sound knowledge of supply chain tools including CostPoint/SAP, eTools, and Business Intelligence systems.

Sound knowledge of metrics, performance tracking, and data integrity.

Salary Range:

$190,600 - $286,000The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
