SUMMARY
Under the general direction of the Chief Technology Officer, the Software Engineer will support significant software technology development programs for CSBA and its members. This position will contribute to the development of technical solutions to business needs by implementing quality assurance, design and architecture standards, and integration capabilities, while clearly communicating recommendations and outcomes to leadership, vendors, and staff. This position researches and analyzes issues as it relates to program subject matter with a complex understanding of software design, regression and automation testing, software development and lifecycles, integration and endpoint development, requirements management, and strategic planning for the organization. This position will organize, guide, and direct the activities of the cross-functional project teams and prioritize tasks to meet deliverables and commitments on time; perform a variety of other duties as assigned.
This position is in a hybrid work environment based out of West Sacramento. This is a full-time limited-term position for a three-year term offering full benefits.
ESSENTIAL DUTIES & RESPONSIBILITIES
Create detailed test plans, strategies, automation, and schedules to ensure comprehensive coverage of the software requirements. Establish and track quality metrics to measure the effectiveness of the testing processes and the quality of software products. Construct and manage detailed test cases and test scripts based on the requirements and specifications of the core software and integration points. Develop and maintain automated test scripts using tools and frameworks to improve efficiency and coverage. Perform various types of testing such as unit, functional, regression, integration, performance, capacity, and security testing. Identify, document, prioritize, and track defects and issues. Collaborate within development team to remediate and resolve defects and issues. Create detailed integration plans that outline the steps and processes for integrating various software components. Establish strategies for integrating software systems, including data mapping, API integration, and middleware solutions. Analyze and develop system requirements and specifications to satisfy business needs, integrate with existing environments, and deliver reusable components. Assess existing systems and identify integration points, dependencies, and potential challenges. Design overall architecture of the software system, including data flow and interactions between different systems. Create detailed design documents that outline the software's functionality, user interface, and interactions. Ensure clean, efficient, and maintainable code according to design specifications. Participate in code reviews to ensure code quality, consistency, and adherence to standards. Write and maintain code for integration, including APIs, scripts, and middleware configurations. Implement integration solutions in development, staging, and production environments. Configure systems and applications to enable integration, including setting up necessary parameters and connections. Facilitate release management through various environments. Monitor the performance and stability of deployed software and make necessary improvements. Address bugs, performance issues, and user-reported problems. Facilitate software updates, enhancements, and new features as needed. Continuously review and improve software development and quality assurance processes and methods to enhance efficiency and effectiveness. Apply industry best practices in software development and quality assurance. Collaborate closely with developers, system architects, product managers, business analysts, and other stakeholders to understand requirements, provide feedback, and ensure the delivery of high-quality solutions. Regularly communicate status, risks, and issues in quality assurance transparently to all stakeholders. Identify potential quality risks in the software development process and propose mitigation strategies. Ensure software environments are properly configured and maintained to support comprehensive release management. Implement security measures to protect data across all integrated systems. Ensure processes comply with relevant regulations, standards, and association policies. Write technical documentation, including design documents, user guides, and API documentation. Maintain detailed records of software modules, integration points, data flow, test plans, test cases, test results, and quality processes and procedures. Evaluate, select, and implement testing tools and frameworks to support the software development and quality assurance processes. Ensure proper setup, maintenance, and continuous improvement of the software development and testing infrastructure and tools. Engage business analysts, customers, and end-users to understand and represent their needs and expectations regarding software performance and quality. Ensure the delivered software meets or exceeds customer expectations in terms of functionality, quality, reliability, and performance. Uphold and model CSBA's vision, mission, values, policies, and practices. Contribute to association and departmental strategic plans and objectives by developing and applying subject matter expertise in assigned areas. Participate in short- and long-term strategy and direction for the association and the department. Monitor changes in regulations, legislative issues, education policy trends, and innovations. Maintain current understanding of education industry, from state and federal laws to local district politics. Demonstrate respect, honesty and professionalism at all times. Knowledge of:
Principles and best practices of large-scale technology-based software development, quality assurance, software integration, and enterprise architecture. Principles and best practices of software development lifecycle methodologies, including Agile and Waterfall. Software tools supporting large-scale software development initiatives including code repositories, automation testing, release management, DevOps, project schedules, and requirements management. Operating system principles, application software, multimedia systems and website development. Developing, designing, modifying, administering, and maintaining websites and web-based applications. Equipment, operations, and terminology related to information systems, standard programming, and design languages. Principles of database development and management including data modeling, database programming, unstructured data, and SQL. Research, analytical, and statistical experience including both qualitative and quantitative analysis. Technical report writing practices and procedures. Administrative principles and practices, including goal setting, program development, implementation, and evaluation. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Association staff. Ability to:

Any combination of training and experience equivalent to a bachelor's degree or higher with major coursework in management information systems, computer science, or a related field with two (2) years of professional experience in designing, programming, supporting and implementing software applications. ENVIRONMENTAL ELEMENTS & PHYSICAL DEMANDS
Employee works in a primarily sedentary office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employee is personally responsible for following health and safety guidelines, instructions, and policies. Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and computer screen, and hearing and speech to communicate in person, and over the telephone; must be able to bend, stoop, kneel, reach, push and pull drawers open and closed in the execution of duties.
