The City of Johnson City's Information Technology Geospatial Information System (IT-GIS) team is seeking a growth oriented Geospatial Administrator. In addition to meeting uptime requirements, the IT-GIS team works collaboratively to empower business operations. We serve citywide GIS staff and GIS end-users in their efforts and provide GIS app development and business services. IT-GIS Geospatial Administrators collaborate to oversee performance, stability, reliability, and functionality of assigned enterprise GIS constituent parts.

IT-GIS Geospatial Administrators govern the enterprise GIS, manage databases, monitor data, and provide data and business services. IT-GIS' highly available information system, GIS products and services are an integral part of many Citywide and department initiatives. IT-GIS services include analysis, cartography, Esri-based app development, geodatabase design, database management, software management, and more. Geospatial Administrators manage the core GIS technology service stack and provide products and geospatial services to all departments.

Resolve complex Enterprise GIS issuesDatabase designDatabase managementData maintenanceData quality managementData processing managementBackup regimen oversightAdminister geospatial web portals; ArcGIS Online, Portal, Open DataAuthor and schedule scripted maintenance tasksDevelop Esri-based geospatial applicationsManage and support GIS integrationsParticipate in IT-GIS strategic planning and IT projectsProvide end-user training and supportEnsure the GIS' availability, stability, flexibility, and scalabilityServe as points of contact for GIS product and software supportCollaborate with Information Technology to ensure the GIS is updated and secureKnowledge, Skills, and Abilities

Broad familiarity with the Esri platform and product offerings;Thorough knowledge of modern principles, best practices, and methods of geospatial administration and/or database management in a municipal government context;Problem solving skills as related to the Esri geospatial platform; enterprise, clients, applications, and databases;Python scripting language, the ArcPy library, and relevant Esri APIs;Query proficiency with T-SQL and SQL Server Management Studio;Ability to manage multiple projects and resolve incidents, often simultaneously;Familiarity with business process analysis;Excellent verbal, written, and interpersonal communication skills.

Acceptable Experience and Training: Bachelor's degree or greater required in Geographic Information Systems, Computer Information Systems, Computer Science, or related discipline with three years of experience including at least two years' experience in GIS system administration and/or database development and management. GISP or other relevant professional certification preferred. Pre-employment background check, and physical required.
