Project Summary:

The DoD Assessments, Monitoring & Evaluation (AM&E) project is a five-year effort to build a culture of AM&E and establish an AM&E program at each Geographic Combatant Command (GCC) within the ODASD Global Partnerships at DoD. The project supports reform of institutional capacity building of partner nations' ministries of defense with a whole of government approach.

Position Summary:

The Senior Program Analyst will be directly hired by MSI subcontractor Sabel Systems and will be based in Honolulu, Hawai'i, specifically at USINDOPACOM. The Analyst will serve as an advisor in the development and implementation of security cooperation programs and activities by working across the Department and with key interagency security cooperation stakeholders interest groups. The Analyst will advise and participate in assessment, monitoring, and evaluation of security cooperation programs. Additionally, the Analyst will support the Office of the Secretary of Defense - Policy (OSD-P) and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives and provide interagency coordination in the field. The Analyst will keep abreast of new policies, procedures, regulations, and directives and recommends changes to the agency.

Responsibilities:

Serve as a senior advisor in the development and implementation of security cooperation programs and activities by working across the Department.Collaborate with key interagency and state partners, the broader security cooperation community, stakeholders, and interest groups.Apply Office of the Under Secretary of Defense for Policy (OUSD-P) issued AM&E guidance, templates, and frameworks.Conduct partnership assessments (PAs).Perform pre-activity assessments and program monitoring in conjunction with other support staff, including government employees.Identify gaps in partner nation institutional capacity.Participate with OSD Policy and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives.Capacity build a partner nation's policy/strategy, logistics systems, resource management systems, human resource management.Develop initiative design documents (IDDs) related to security cooperation activities in a country.Develop and implement logic frameworks, theories of change, and performance indicators.Develop monitoring plans and evaluation plans.Support program management, planning, logistics and administrative requirements, and interagency coordination in the field.Conduct monitoring and evaluation of military or civilian capacity building efforts.Qualifications:

Bachelor's degree is required. Master's degree is preferred.Minimum 10 years of experience in developing and implementing security cooperation policies, procedures, and programs is required.Experience in AM&E.Experience planning security cooperation programs is desired.Experience in any of the following functional areas is desired: assessment and monitoring of key security cooperation functions strategy/policy, defense institution building/institutional capacity building, logistics, human resource management, resource management, and protection of civilians/SSR/civil sector/human rights.Experience working on a GCC or other senior-level DoD staff component desired.Experience producing high-level planning documents for senior leaders is desired.Knowledge of monitoring and data collection is desired.Ability to obtain a Top-Secret Security Clearance is desired.Fluency in English is required.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. The anticipated pay range for this position is $100,000 to $120,000 USD.
