Overview:
BlueWater Federal is looking for a Coalition Interoperability Specialist to help establish, maintain, execute and facilitate USCENTCOMs Command and Control Interoperability Program (C2IP).Responsibilities:Serve as C2 Subject Matter Expert (SME) and Planner for Partner Nation (PN) country specific C2 interoperability related staff packagesPlan, schedule, coordinate, execute, and facilitate cross-command and Regional Partner interoperability conferences, programs, and special working groupsParticipate and provide guidance and direction in DoD agencies, HQ USCENTCOM, and other major commands meetings, panels, study groups, work groups, and other planning activities regarding assigned mission and functionsLiaise with other USCENTCOM directorates, external components and agencies, Ministries of Defense, and Security Cooperation Offices to support Coalition partner engagements, Command and Control Interoperability Boards (CCIB), Secure C2 Interoperability Working Groups (CIWG), and other events as requiredCoordinate the resolution of CCIB and CIWG action items through collaboration with the USCENTCOM staff and outside agenciesProvide SME guidance to Implementing Agencies, staff and other organizations on the procedures and processes for the identification, release, and use of U.S. MIL-STDs and secure communications in the CENTCOM AORPrepare GO/FO-level official correspondence (Ghost Emails, Executive Summaries, Information, Position, and White papers, etc,) relating to engagements, Communication Interoperability and Security Memorandum of Agreements (CIS MOA), COMSEC, FMS cases, Third Party Transfers, International Traffic in Arms Regulations (ITAR)/Export Compliance, and planning efforts such as OPLAN/CONPLANS, Theater Campaign Plans, and Security Cooperation Country PlansQualifications:
Bachelors degree is highly preferredMust have an active TS clearance with SCI eligibility5+ years of experienceAbility to review, edit, and draft written products, as well as present, facilitate, and brief at the General Officer/Flag Officer (GO/FO) levelWorking knowledge of collaboration and telecommunications tools, Tactical Data Links (e.g., Link-16, Link-11), cross domain and information sharing solutions (e.g., Radiant Mercury (RM), Trusted Network Environment (TNE), CENTRIXS), COMSEC regulations, CJCS Instructions, Committee on National Security Systems (CNSS) policies, National Security Agency (NSA) Policies, and Command regulationsKnowledge and/or experience working with Foreign Military Sales (FMS) casesKnowledge of COMSEC devices (install, operate, maintain) and requirements to transfer to Foreign PartnersKnowledge of Joint Operations and Joint C2 systems is preferredGeographic Combatant Command experience and knowledge preferredFamiliarity with Middle Eastern culture and customs; willingness to travel to AOR countries to assist with Coalition engagementsKnowledge in SharePoint and Tasker Management Tool (TMT) preferredBlueWater Federal Solutions is an Equal Opportunity Employer.
