Overview
VTG is seeking a
Senior Program Analyst (Industrial Shipyard Specialist)
to support the U.S. Navy’s Shipbuilding Industrial Base Task Force. Position is a hybrid at the Washington DC, Navy Yard.What will you do?
Provide direct support to the Industrial Assessment Director for the analysis and research of the PEO Ships Industrial Base.Develop and analyze shipbuilding industry workload and capacity in support of strategic planning and acquisition strategies.Assess and report on the industrial health (financial, workforce, facilities, equipment, etc.) of new construction shipyards.Develop models for workload analysis in support of budget cycles, POM process and Acquisition Strategies.Analyze trend data from IPMR’s to update models with actual performance and future predictions.Research and analyze shipbuilder financial performance, regional employment trends across industries.Prepare economic report on shipbuilders, industrial risk analysis for acquisition strategies.Performs economic analysis of the shipyards and surrounding areas.PEO wide resource for Integrated Baseline reviews, earned value analysis and IMS reviews.Review shipbuilder performance and perform IMS what if drill analysis.Generate key indicators/metrics to status shipyard and critical supplier health.Maintain, analyze, and report on shipyard production and scheduling data.Analyze cost and performance using Earned Value Management (EVM) techniques.Be able to understand, identify and effectively communicate risk, opportunities, and challenges.Assist in developing strategic recommendations to be presented to SIB leadership.Perform data collection and analysis.Assist in development of senior level briefs.Design, develop, and update operational and performance metrics that measure the status of objectives and their impact on the performance of stated shipyard measures.Support, coordinate and manage customer expectations in preparation of documentation, and deliverables.Do you have what it takes?
Required skills:10 years of experience in Navy Shipbuilding acquisition procurement, regulations, policies, and procedures, program analysis, scheduling, and/or data analysis.5 years of Shipbuilding Acquisition and Production management experience.Must be a SME on Integrated Master Schedules.Understand the various stages and phases associated with shipbuilding.Be a self-starter, and a critical thinker who can work independently or with a team.Have experience and be familiar using and applying both EVM and Risk Management techniques and principles.Experience using Microsoft SharePoint for data tracking and analysis.Ability to communicate at all levels of an organization in a professional, effective manner.Must be a United States citizen and Must possess an active DOD Secret security clearance.Proficiency using the Microsoft Office suite including Word, Excel, and PowerPoint.Outstanding verbal and written communications skills.Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.Ability to travel reasonable distances (up to ½ mile one way) to meet with customers or other company personnel in the execution of job functions.Ability to lift and carry up to 25 pounds in order to carry a laptop, notebooks, papers, binders and other tools and equipment required in the execution of job functions.Preferred skills:Experience using Primavera or Open Plan software a plus.
