The Information Technology Director/ Information Security Officer a new position for Sierra Health Foundation (Foundation) is responsible for the design, development, implementation and ongoing improvement of the Foundation’s security policies, information system, and technology services. The director develops and manages IT policies and procedures and is responsible for the training, compliance, and education of staff on related issues. The Director serves as the primary team member in meeting the organization-wide information needs of the Foundation, including systems development, hardware acquisition and integration, and data management. The position will be based out of the Sacramento office but will support all Foundation and Center offices.Essential Duties and ResponsibilitiesPlanning and ManagementDeliver cost-effective and right-sized infrastructure solutions in support of Foundation objectives and strategic goals.Working collaboratively across all Foundation areas leads the Foundation in continuous evaluation and improvement of its technology-driven processes and workflows and identify opportunities to improve effectiveness and productivity.Perform high-level business analysis and provide recommendations for architecture to support operations.Manage the inventory, procurement, and maintenance of IT equipment within the approved budget using an equity lens to ensure opportunities for diverse vendors.Serve as the primary point of contact with technology vendors for developing, implementing, and maintaining appropriate network infrastructure, server infrastructure, network storage solutions, data communications, virtual conferencing, and telecommunications systems.Negotiate contracts and maintain vendor relationships for computer hardware, software, copiers, printers, telephone systems, and conference room technologyCreate, maintain, and test business continuity/disaster recovery systems and processes in collaboration with FacilitiesPrepare annual technology budget and control annual technology costs. Monitor invoices and ensure timely payment collaborating with Finance.
Information Security and Risk ManagementLead the Foundation's efforts to create and maintain documented IT policies and IT security controls and procedures to protect Foundation-critical assets and operations.Develop and maintain business continuity protocols and system recovery plans to minimize disruption to business operations in the event of emergency situations or data loss.Participate in information security audits, whether performed by the organization or third-party personnel.Manage the day-to-day activities of threat and vulnerability management, identify risk tolerancesEnsure audit trails, system logs and other monitoring data sources are reviewed periodically and comply with policies and audit requirements.Database and Application Integration SupportCommunicate with all levels of the organization and external vendors to define and manage how external and internal data are gathered, stored, and integrated to support operational data analysis.Become a resident expert in the operation and maintenance of all foundation enterprise applications and databases. Serve as one of the administrators who manage staff account access and permissions.Develop and maintain application documentation as needed, including, but not limited to, data standards guides, and Frequently Asked Questions lists. Regularly monitor software updates and release notes and offer guidance and direction to staff regarding new features and resulting impact on workflow.Responsible for meeting and working with the department heads to understand their IT requirements, needs, and preferences and to develop, strengthen, and implement information technology systems and processes to better serve the community partners and the program's goals.Technical Support and TrainingProvide staff with technical support and first-line troubleshooting of hardware, software, audiovisual, and telecommunications issues. Escalate issues and engage warranty and vendor support as needed.Manage organization-wide technology training, with an emphasis on improving user acceptance of the organization's technology tools and adherence to established standards.Function as a subject matter expert and resource, especially as it relates to information technology projects; This may require attending meetings and conferences and giving presentations as well as reviewing articles and research.Perform other duties as required.Supervisory ResponsibilitiesThis position supervises lower-level IT staff, including, but not limited to, Technology Support Specialists, Salesforce Administrators, and IT Project Managers, and provides guidance to all Foundation staff regarding IT.QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
